                                     AN ACT

     1  Designating a bridge on State Route 44, over Little Pine Creek
     2     in Lycoming County, as the Lieutenant Michael Wolf Bridge.
     3     designating a portion of the Mon/Fayette Expressway, State     <--
     4     Route 43, as the J. Barry Stout Expressway; designating a
     5     portion of the Mon/Fayette Expressway, State Route 43, as the
     6     James J. Manderino Memorial Highway; designating the twin
     7     bridges at milepost 45 of the Mon/Fayette Expressway as the
     8     Joe Montana Bridges; designating State Route 1077 in Donora
     9     Borough and Carroll Township, Washington County, as the Stan
    10     Musial Byway; designating a portion of State Route 24 in York
    11     County as the 24th Infantry Division Association Highway;
    12     designating a bridge on the Mon/Fayette Expressway as the
    13     Braddock's Crossing Bridge; designating a portion of the
    14     Mon/Fayette Expressway, State Route 43, as the Medal of Honor
    15     Highway; designating State Route 65 as the 65th Infantry
    16     Division Memorial Highway; designating a certain bridge on
    17     State Route 1002 over French Creek in Venango Borough,
    18     Crawford County, as the Venango Veterans Memorial Bridge;
    19     designating Exit 10 in Harborcreek Township, Erie County, on
    20     Interstate 90 as the Trooper Matthew R. Bond Memorial
    21     Interchange; designating a portion of U.S. Route 62,
    22     Pennsylvania Route 8 in Venango County as the Colonel Francis
    23     S. Gabreski Highway; designating a portion of Kittanning
    24     Bypass in Armstrong County as the Henry Livengood Memorial
    25     Highway; designating the dam known as the Fabridam, between
    26     Sunbury, Northumberland County, and Shamokin Dam, Snyder
    27     County, as the Adam T. Bower Memorial Dam; designating a
    28     certain bridge on State Route 655 over the Juniata River as
    29     the Mapleton Area Veterans Memorial Bridge; designating a
    30     certain bridge on Interstate 79 over the Ohio River at


     1     Neville Island as the Pittsburgh Naval and Shipbuilders
     2     Memorial Bridge 1941-1945; and designating a bridge in the
     3     Borough of Renovo, Clinton County, as the Pennsylvania
     4     Railroad Bridge.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Lieutenant Michael Wolf Bridge.
     8     (a)  Designation.--The bridge carrying State Route 44, over
     9  Little Pine Creek in Cummings Township, Lycoming County, shall
    10  be known as the Lieutenant Michael Wolf Bridge.
    11     (b)  Signs.--The Department of Transportation shall erect and
    12  maintain signs at each side of the bridge designated in section
    13  1 displaying the name of the bridge.
    14  Section 2.  J. Barry Stout Expressway.                            <--
    15     (a)  Declaration of policy.--
    16         (1)  Adequate transportation systems are crucial to the
    17     public health, safety and economic integrity of a community.
    18         (2)  Southwestern Pennsylvania has for many years endured
    19     congestion of traffic and poor feeder routes in the general
    20     north-south pattern between the Monongahela Valley and the
    21     City of Pittsburgh which have threatened the safety of the
    22     public and thwarted economic development.
    23         (3)  The construction of a limited access road artery for
    24     the north-south pattern in southwestern Pennsylvania from
    25     Interstate 68 in West Virginia to the City of Pittsburgh will
    26     relieve such congestion, promote economic vitality, reduce
    27     the threat of catastrophe from the transportation of highly
    28     combustible and toxic materials in densely populated areas,
    29     and promote the general safety, health and welfare of the
    30     public.
    31         (4)  Since his election to the General Assembly in 1971,

     1     J. Barry Stout of Bentleyville, Washington County, has
     2     advocated an expanded State road network, including a
     3     Mon/Fayette Expressway and a Southern Beltway connector which
     4     would link to the Greater Pittsburgh International Airport.
     5         (5)  Senator J. Barry Stout has tirelessly and
     6     relentlessly pursued construction of a north-south road
     7     artery and its connections in furtherance of the public
     8     safety, welfare and economic development in all of
     9     southwestern Pennsylvania. It is a fitting tribute that a
    10     portion of this north-south road artery be designated in his
    11     honor.
    12         (6)  In 1985 the General Assembly passed Senate Bill
    13     No.441, which was signed into law as the act of September 30,
    14     1985 (P.L.240, No.61), known as the Turnpike Organization,
    15     Extension and Toll Road Conversion Act. Senator Stout served
    16     on the Committee of Conference which reached the final
    17     agreement on the language for the landmark legislation which
    18     authorized the Mon/Fayette Expressway.
    19     (b)  Designation.--The Mon/Fayette Expressway, State Route
    20  43, beginning at the interchange with Interstate 70 in
    21  Fallowfield Township, Washington County, and continuing north to
    22  the Allegheny County line is designated as the J. Barry Stout
    23  Expressway. Appropriate signs shall be posted and maintained by
    24  the Pennsylvania Turnpike Commission.
    25  Section 3.  James J. Manderino Memorial Highway.
    26     The section of State Route 43, beginning at the interchange
    27  with Interstate 70 in Fallowfield Township, Washington County,
    28  and continuing south until the intersection with United States
    29  Route 40 in Centerville and California Boroughs, Washington
    30  County, is designated as the James J. Manderino Memorial

     1  Highway. Appropriate signs shall be posted and maintained by the
     2  Pennsylvania Turnpike Commission.
     3  Section 4.  Joe Montana Bridges.
     4     The twin bridges on State Route 43 at the milepost 45 over
     5  Mingo Creek in Union Township, Washington County near State
     6  Route 136 and Ringgold High School are designated as the Joe
     7  Montana Bridges. Appropriate signs shall be posted and
     8  maintained by the Pennsylvania Turnpike Commission.
     9  Section 5.  Stan Musial Byway.
    10     The entire length of State Route 1077 within the Borough of
    11  Donora and Carroll Township, Washington County, is designated as
    12  the Stan Musial Byway. The Department of Transportation shall
    13  erect and maintain appropriate road signs.
    14  Section 6.  24th Infantry Division Association Highway.
    15     The portion of State Route 24 from Hopewell Township to its
    16  terminus in Mount Wolf Borough of York County is designated and
    17  shall be known as the 24th Infantry Division Association
    18  Highway. The Department of Transportation shall erect and
    19  maintain appropriate signs identifying the above portion of road
    20  as the 24th Infantry Division Association Highway.
    21  Section 7.  Braddock's Crossing Bridge.
    22     The bridge on the Mon/Fayette Expressway in Allegheny County
    23  crossing the Monongahela River between Duquesne and East
    24  Pittsburgh in Allegheny County is designated as the Braddock's
    25  Crossing Bridge. The Pennsylvania Turnpike Commission shall
    26  erect and maintain appropriate signs.
    27  Section 8.  The Medal of Honor Highway.
    28     The Mon/Fayette Expressway, State Route 43, beginning at the
    29  intersection with State Route 51 in Allegheny County and
    30  continuing north until the connection with Interstate 376 at

     1  Monroeville and the City of Pittsburgh in Allegheny County, is
     2  designated as the Medal of Honor Highway. Appropriate signs
     3  shall be posted and maintained by the Pennsylvania Turnpike
     4  Commission.
     5  Section 9.  65th Infantry Division Memorial Highway.
     6     (a)  Designation.--State Route 65 beginning in the City of
     7  Pittsburgh and ending near New Castle, Pennsylvania, is hereby
     8  designated as the 65th Infantry Division Memorial Highway.
     9     (b)  Signs.--The Department of Transportation shall erect
    10  appropriate signs to indicate this designation.
    11  Section 10.  Venango Veterans Memorial Bridge.
    12     (a)  Designation.--The bridge over the French Creek, now
    13  known as Gravel Run Bridge, on State Route 1002 in Venango
    14  Borough, Crawford County, is hereby designated and shall be
    15  known as the Venango Veterans Memorial Bridge.
    16     (b)  Signs.--The Department of Transportation shall erect and
    17  maintain signs which shall display the name of Venango Veterans
    18  Memorial Bridge at each end of the bridge so designated in
    19  subsection (a).
    20  Section 11.  Trooper Matthew R. Bond Memorial Interchange.
    21     (a)  Declaration of policy.--
    22         (1)  Matthew R. Bond, an honored and decorated
    23     Pennsylvania State Police trooper, was born August 8, 1971,
    24     in Greensburg, Pennsylvania, graduated from Meadville Area
    25     High School and earned a Bachelor of Science Degree in
    26     Criminal Justice from Edinboro University of Pennsylvania.
    27         (2)  In September of 1995, Trooper Bond entered the
    28     Pennsylvania State Police Academy and served with Troop B, in
    29     Belle Vernon, from March of 1996 to September of 1998, and
    30     thereafter with Troop E in Lawrence Park.

     1         (3)  Trooper Bond received the Medal of Honor, the
     2     highest honor in the Pennsylvania State Police, in August
     3     1999, for rescuing a woman and her daughter from a 1998 house
     4     fire, and served the Commonwealth with distinction until his
     5     death on January 14, 2000, after being struck by a tractor-
     6     trailer in the line of duty while assisting a stranded
     7     motorist.
     8     (b)  Designation.--The interchange in Harborcreek Township,
     9  Erie County, known as Exit 10 on Interstate 90 is hereby
    10  designated as the Trooper Matthew R. Bond Memorial Interchange.
    11     (c)  Posting of signs.--The Department of Transportation
    12  shall erect appropriate signs to indicate the designation made
    13  by this section.
    14  Section 12.  Colonel Francis S. Gabreski Highway.
    15     (a)  Designation.--The section of U.S. Route 62, Pennsylvania
    16  Route 8 in Venango County from the Franklin City line at segment
    17  320 proceeding northbound to the Oil City line at segment 470 is
    18  hereby designated as the Colonel Francis S. Gabreski Highway.
    19     (b)  Signs.--The Department of Transportation shall erect and
    20  maintain appropriate signs displaying the name of the highway to
    21  both northbound and southbound traffic.
    22  Section 13.  Designation of Henry Livengood Memorial Highway.
    23     (a)  Designation.--The Kittanning Bypass from the interchange
    24  with S.R. 66 and S.R. 422/S.R. 28 to the intersection with S.R.
    25  85 and S.R. 28/S.R. 66 in Armstrong County is designated and
    26  shall be known as the Henry Livengood Memorial Highway.
    27     (b)  Erection of appropriate markers.--The Department of
    28  Transportation shall erect and maintain appropriate signs
    29  identifying the above portion of road as the Henry Livengood
    30  Memorial Highway.

     1  Section 14.  Adam T. Bower Memorial Dam.
     2     (a)  Designation.--The dam known as the Fabridam and located
     3  between Sunbury, Northumberland County, and Shamokin Dam, Snyder
     4  County, is hereby designated the Adam T. Bower Memorial Dam.
     5     (b)  Markers to be erected.--The Department of Conservation
     6  and Natural Resources shall erect suitable markers on the Adam
     7  T. Bower Memorial Dam.
     8  Section 15.  Mapleton Area Veterans Memorial Bridge.
     9     (a)  Designation.--The bridge over the Juniata River on State
    10  Route 655, between Mapleton Borough and Brady Township,
    11  Huntingdon County, is hereby designated and shall be known as
    12  the Mapleton Area Veterans Memorial Bridge.
    13     (b)  Signs.--The Department of Transportation shall erect and
    14  maintain signs which shall display the name of Mapleton Area
    15  Veterans Memorial Bridge.
    16  Section 16.  Pennsylvania Railroad Bridge.
    17     (a)  Finding of fact.--The General Assembly finds and
    18  declares as follows:
    19         (1)  In 1970, HRI Incorporated built a steel, multigirder
    20     bridge, 192 feet in length, over a section of what was then
    21     the Pennsylvania Railroad.
    22         (2)  The bridge referred to in paragraph (1) can stand
    23     today as a symbol of the great Pennsylvania Railroad, which
    24     was the first great business enterprise in America.
    25         (3)  The Pennsylvania Railroad, called "the standard
    26     railroad of the world," was chartered on April 13, 1846. By
    27     1854 it was a continuous rail route from Philadelphia to
    28     Pittsburgh; and, at its pinnacle the Pennsylvania Railroad
    29     service territory extended from Manhattan to St. Louis.
    30         (4)  The Pennsylvania Railroad connected our two largest

     1     cities, while bringing commerce and jobs to wide ranging
     2     parts of this Commonwealth. The hard-working employees of the
     3     railroad who contributed so much of their blood, sweat and
     4     tears to this Commonwealth deserve appropriate recognition.
     5     (b)  Designation authorized.--The bridge designated by the
     6  Department of Transportation as Bridge No. 18012004201253, which
     7  passes over a section of the Norfolk Southern Railroad in the
     8  borough of Renovo, Clinton County, is designated and shall be
     9  known as the Pennsylvania Railroad Bridge.
    10     (c)  Signs.--Appropriate signs shall be posted and maintained
    11  by the Department of Transportation.
    12  Section 17.  Pittsburgh Naval and Shipbuilders Memorial Bridge
    13                 1941-1945.
    14     (a)  Designation.--The bridge on Interstate Route 79, over
    15  the Ohio River at Neville Island in Allegheny County, is
    16  designated and shall be known as the Pittsburgh Naval and
    17  Shipbuilders Memorial Bridge 1941-1945.
    18     (b)  Signs.--The Department of Transportation shall erect and
    19  maintain at each side of the bridge a sign displaying the name
    20  of the bridge.
    21  Section 18.  Repeal.
    22     All acts and parts of acts are repealed insofar as they are
    23  inconsistent with this act.
    24  Section 19.  Effective date.
    25     This act shall take effect as follows:
    26         (1)  Sections 1, 2, and 5 shall take effect in 60 days.
    27         (2)  Section 4 shall take effect June 11, 2001.
    28         (3)  The remainder of this act shall take effect
    29     immediately.
    30  SECTION 2.  EFFECTIVE DATE.                                       <--
