AN ACT
1 Designating a bridge on State Route 44, over Little Pine Creek
2 in Lycoming County, as the Lieutenant Michael Wolf Bridge;
3 designating a portion of the Mon/Fayette Expressway, State
4 Route 43, as the J. Barry Stout Expressway; designating a
5 portion of the Mon/Fayette Expressway, State Route 43, as the
6 James J. Manderino Memorial Highway; designating the twin
7 bridges at milepost 45 of the Mon/Fayette Expressway as the
8 Joe Montana Bridges; designating State Route 1077 in Donora
9 Borough and Carroll Township, Washington County, as the Stan
10 Musial Byway; designating a portion of State Route 24 in York
11 County as the 24th Infantry Division Association Highway;
12 designating a bridge on the Mon/Fayette Expressway as the
13 Braddock's Crossing Bridge; designating a portion of the
14 Mon/Fayette Expressway, State Route 43, as the Medal of Honor
15 Highway; designating State Route 65 as the 65th Infantry
16 Division Memorial Highway; designating a certain bridge on
17 State Route 1002 over French Creek in Venango Borough,
18 Crawford County, as the Venango Veterans Memorial Bridge;
19 designating Exit 10 in Harborcreek Township on Interstate 90
20 as the Trooper Matthew R. Bond Memorial Interchange;
21 designating a portion of U.S. Route 62, Pennsylvania Route 8
22 in Venango County as the Colonel Francis S. Gabreski Highway;
23 designating a portion of Kittanning Bypass in Armstrong
24 County as the Henry Livengood Memorial Highway; designating
25 the dam known as the Fabridam, between Sunbury,
26 Northumberland County, and Shamokin Dam, Snyder County, as
27 the Adam T. Bower Memorial Dam; designating a certain bridge
28 on State Route 655 over the Juniata River as the Mapleton
29 Area Veterans Memorial Bridge; DESIGNATING A CERTAIN BRIDGE <--
30 ON INTERSTATE 79 OVER THE OHIO RIVER AT NEVILLE ISLAND AS THE
31 PITTSBURGH NAVAL AND SHIPBUILDERS MEMORIAL BRIDGE 1941-1945;
32 and designating a bridge in the Borough of Renovo, Clinton
33 County, as the Pennsylvania Railroad Bridge.
1 The General Assembly of the Commonwealth of Pennsylvania
2 hereby enacts as follows:
3 Section 1. Lieutenant Michael Wolf Bridge.
4 (a) Designation.--The bridge carrying State Route 44, over
5 Little Pine Creek in Cummings Township, Lycoming County, shall
6 be known as the Lieutenant Michael Wolf Bridge.
7 (b) Signs.--The Department of Transportation shall erect and
8 maintain signs at each side of the bridge designated in section
9 1 displaying the name of the bridge.
10 Section 2. J. Barry Stout Expressway.
11 (a) Declaration of policy.--
12 (1) Adequate transportation systems are crucial to the
13 public health, safety and economic integrity of a community.
14 (2) Southwestern Pennsylvania has for many years endured
15 congestion of traffic and poor feeder routes in the general
16 north-south pattern between the Monongahela Valley and the
17 City of Pittsburgh which have threatened the safety of the
18 public and thwarted economic development.
19 (3) The construction of a limited access road artery for
20 the north-south pattern in southwestern Pennsylvania from
21 Interstate 68 in West Virginia to the City of Pittsburgh will
22 relieve such congestion, promote economic vitality, reduce
23 the threat of catastrophe from the transportation of highly
24 combustible and toxic materials in densely populated areas,
25 and promote the general safety, health and welfare of the
26 public.
27 (4) Since his election to the General Assembly in 1971,
28 J. Barry Stout of Bentleyville, Washington County, has
29 advocated an expanded State road network, including a
30 Mon/Fayette Expressway and a Southern Beltway connector which

1 would link to the Greater Pittsburgh International Airport.
2 (5) Senator J. Barry Stout has tirelessly and
3 relentlessly pursued construction of a north-south road
4 artery and its connections in furtherance of the public
5 safety, welfare and economic development in all of
6 southwestern Pennsylvania. It is a fitting tribute that a
7 portion of this north-south road artery be designated in his
8 honor.
9 (6) In 1985 the General Assembly passed Senate Bill
10 No.441, which was signed into law as the act of September 30,
11 1985 (P.L.240, No.61), known as the Turnpike Organization,
12 Extension and Toll Road Conversion Act. Senator Stout served
13 on the Committee of Conference which reached the final
14 agreement on the language for the landmark legislation which
15 authorized the Mon/Fayette Expressway.
16 (b) Designation.--The Mon/Fayette Expressway, State Route
17 43, beginning at the interchange with Interstate 70 in
18 Fallowfield Township, Washington County, and continuing north to
19 the Allegheny County line is designated as the J. Barry Stout
20 Expressway. Appropriate signs shall be posted and maintained by
21 the Pennsylvania Turnpike Commission.
22 Section 3. James J. Manderino Memorial Highway.
23 The section of State Route 43, beginning at the interchange
24 with Interstate 70 in Fallowfield Township, Washington County,
25 and continuing south until the intersection with United States
26 Route 40 in Centerville and California Boroughs, Washington
27 County, is designated as the James J. Manderino Memorial
28 Highway. Appropriate signs shall be posted and maintained by the
29 Pennsylvania Turnpike Commission.
30 Section 4. Joe Montana Bridges.

1 The twin bridges on State Route 43 at the milepost 45 over
2 Mingo Creek in Union Township, Washington County near State
3 Route 136 and Ringgold High School are designated as the Joe
4 Montana Bridges. Appropriate signs shall be posted and
5 maintained by the Pennsylvania Turnpike Commission.
6 Section 5. Stan Musial Byway.
7 The entire length of State Route 1077 within the Borough of
8 Donora and Carroll Township, Washington County, is designated as
9 the Stan Musial Byway. The Department of Transportation shall
10 erect and maintain appropriate road signs.
11 Section 6. 24th Infantry Division Association Highway.
12 The portion of State Route 24 from Hopewell Township to its
13 terminus in Mount Wolf Borough of York County is designated and
14 shall be known as the 24th Infantry Division Association
15 Highway. The Department of Transportation shall erect and
16 maintain appropriate signs identifying the above portion of road
17 as the 24th Infantry Division Association Highway.
18 Section 7. Braddock's Crossing Bridge.
19 The bridge on the Mon/Fayette Expressway in Allegheny County
20 crossing the Monongahela River between Duquesne and East
21 Pittsburgh in Allegheny County is designated as the Braddock's
22 Crossing Bridge. The Pennsylvania Turnpike Commission shall
23 erect and maintain appropriate signs.
24 Section 8. The Medal of Honor Highway.
25 The Mon/Fayette Expressway, State Route 43, beginning at the
26 intersection with State Route 51 in Allegheny County and
27 continuing north until the connection with Interstate 376 at
28 Monroeville and the City of Pittsburgh in Allegheny County, is
29 designated as the Medal of Honor Highway. Appropriate signs
30 shall be posted and maintained by the Pennsylvania Turnpike

1 Commission.
2 Section 9. 65th Infantry Division Memorial Highway.
3 (a) Designation.--State Route 65 beginning in the City of
4 Pittsburgh and ending near New Castle, Pennsylvania, is hereby
5 designated as the 65th Infantry Division Memorial Highway.
6 (b) Signs.--The Department of Transportation shall erect
7 appropriate signs to indicate this designation.
8 Section 10. Venango Veterans Memorial Bridge.
9 (a) Designation.--The bridge over the French Creek, now
10 known as Gravel Run Bridge, on State Route 1002 in Venango
11 Borough, Crawford County, is hereby designated and shall be
12 known as the Venango Veterans Memorial Bridge.
13 (b) Signs.--The Department of Transportation shall erect and
14 maintain signs which shall display the name of Venango Veterans
15 Memorial Bridge at each end of the bridge so designated in
16 subsection (a).
17 Section 11. Trooper Matthew R. Bond Memorial Interchange.
18 (a) Declaration of policy.--
19 (1) Matthew R. Bond, an honored and decorated
20 Pennsylvania State Police trooper, was born August 8, 1971,
21 in Greensburg, Pennsylvania, graduated from Meadville Area
22 High School and earned a Bachelor of Science Degree in
23 Criminal Justice from Edinboro University of Pennsylvania.
24 (2) In September of 1995, Trooper Bond entered the
25 Pennsylvania State Police Academy and served with Troop B, in
26 Belle Vernon, from March of 1996 to September of 1998, and
27 thereafter with Troop E in Lawrence Park.
28 (3) Trooper Bond received the Medal of Honor, the
29 highest honor in the Pennsylvania State Police, in August
30 1999, for rescuing a woman and her daughter from a 1998 house

1 fire, and served the Commonwealth with distinction until his
2 death on January 14, 2000, after being struck by a tractor-
3 trailer in the line of duty while assisting a stranded
4 motorist.
5 (b) Designation.--The interchange in Harborcreek Township
6 known as Exit 10 on Interstate 90 is hereby designated as the
7 Trooper Matthew R. Bond Memorial Interchange.
8 (c) Posting of signs.--The Department of Transportation
9 shall erect appropriate signs to indicate the designation made
10 by this section.
11 Section 12. Colonel Francis S. Gabreski Highway.
12 (a) Designation.--The section of U.S. Route 62, Pennsylvania
13 Route 8 in Venango County from the Franklin City line at segment
14 320 proceeding northbound to the Oil City line at segment 470 is
15 hereby designated as the Colonel Francis S. Gabreski Highway.
16 (b) Signs.--The Department of Transportation shall erect and
17 maintain appropriate signs displaying the name of the highway to
18 both northbound and southbound traffic.
19 Section 13. Designation of Henry Livengood Memorial Highway.
20 (a) Designation.--The Kittanning Bypass from the interchange
21 with S.R. 66 and S.R. 422/S.R. 28 to the intersection with S.R.
22 85 and S.R. 28/S.R. 66 in Armstrong County is designated and
23 shall be known as the Henry Livengood Memorial Highway.
24 (b) Erection of appropriate markers.--The Department of
25 Transportation shall erect and maintain appropriate signs
26 identifying the above portion of road as the Henry Livengood
27 Memorial Highway.
28 Section 14. Adam T. Bower Memorial Dam.
29 (a) Designation.--The dam known as the Fabridam and located
30 between Sunbury, Northumberland County, and Shamokin Dam, Snyder

1 County, is hereby designated the Adam T. Bower Memorial Dam.
2 (b) Markers to be erected.--The Department of Conservation
3 and Natural Resources shall erect suitable markers on the Adam
4 T. Bower Memorial Dam.
5 Section 15. Mapleton Area Veterans Memorial Bridge.
6 (a) Designation.--The bridge over the Juniata River on State
7 Route 655, between Mapleton Borough and Brady Township,
8 Huntingdon County, is hereby designated and shall be known as
9 the Mapleton Area Veterans Memorial Bridge.
10 (b) Signs.--The Department of Transportation shall erect and
11 maintain signs which shall display the name of Mapleton Area
12 Veterans Memorial Bridge.
13 Section 16. Pennsylvania Railroad Bridge.
14 (a) Finding of fact.--The General Assembly finds and
15 declares as follows:
16 (1) In 1970, HRI Incorporated built a steel, multigirder
17 bridge, 192 feet in length, over a section of what was then
18 the Pennsylvania Railroad.
19 (2) The bridge referred to in paragraph (1) can stand
20 today as a symbol of the great Pennsylvania Railroad, which
21 was the first great business enterprise in America.
22 (3) The Pennsylvania Railroad, called "the standard
23 railroad of the world," was chartered on April 13, 1846. By
24 1854 it was a continuous rail route from Philadelphia to
25 Pittsburgh; and, at its pinnacle the Pennsylvania Railroad
26 service territory extended from Manhattan to St. Louis.
27 (4) The Pennsylvania Railroad connected our two largest
28 cities, while bringing commerce and jobs to wide ranging
29 parts of this Commonwealth. The hard-working employees of the
30 railroad who contributed so much of their blood, sweat and

1 tears to this Commonwealth deserve appropriate recognition.
2 (b) Designation authorized.--The bridge designated by the
3 Department of Transportation as Bridge No. 18012004201253, which
4 passes over a section of the Norfolk Southern Railroad in the
5 borough of Renovo, Clinton County, is designated and shall be
6 known as the Pennsylvania Railroad Bridge.
7 (c) Signs.--Appropriate signs shall be posted and maintained
8 by the Department of Transportation.
9 SECTION 17. PITTSBURGH NAVAL AND SHIPBUILDERS MEMORIAL BRIDGE <--
10 1941-1945.
11 (A) DESIGNATION.--THE BRIDGE ON INTERSTATE ROUTE 79, OVER
12 THE OHIO RIVER AT NEVILLE ISLAND IN ALLEGHENY COUNTY, IS
13 DESIGNATED AND SHALL BE KNOWN AS THE PITTSBURGH NAVAL AND
14 SHIPBUILDERS MEMORIAL BRIDGE 1941-1945.
15 (B) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND
16 MAINTAIN AT EACH SIDE OF THE BRIDGE A SIGN DISPLAYING THE NAME
17 OF THE BRIDGE.
18 Section 17 18. Repeal. <--
19 All acts and parts of acts are repealed insofar as they are
20 inconsistent with this act.
21 Section 18 19. Effective date. <--
22 This act shall take effect as follows:
23 (1) Sections 1, 2, and 5 shall take effect in 60 days.
24 (2) Section 4 shall take effect June 11, 2001.
25 (3) The remainder of this act shall take effect
26 immediately.
