AN ACT
1 Designating a bridge on State Route 44, over Little Pine Creek
2 in Lycoming County, as the Lieutenant Michael Wolf Bridge;
3 designating a portion of the Mon/Fayette Expressway, State
4 Route 43, as the J. Barry Stout Expressway; designating a
5 portion of the Mon/Fayette Expressway, State Route 43, as the
6 James J. Manderino Memorial Highway; designating the twin
7 bridges at milepost 45 of the Mon/Fayette Expressway as the
8 Joe Montana Bridges; designating State Route 1077 in Donora
9 Borough and Carroll Township, Washington County, as the Stan
10 Musial Byway; designating a portion of State Route 24 in York
11 County as the 24th Infantry Division Association Highway;
12 designating a bridge on the Mon/Fayette Expressway as the
13 Braddock's Crossing Bridge; designating a portion of the
14 Mon/Fayette Expressway, State Route 43, as the Medal of Honor
15 Highway; designating State Route 65 as the 65th Infantry
16 Division Memorial Highway; designating a certain bridge on
17 State Route 1002 over French Creek in Venango Borough,
18 Crawford County, as the Venango Veterans Memorial Bridge;
19 designating Exit 10 in Harborcreek Township on Interstate 90
20 as the Trooper Matthew R. Bond Memorial Interchange;
21 designating a portion of U.S. Route 62, Pennsylvania Route 8
22 in Venango County as the Colonel Francis S. Gabreski Highway;
23 designating a portion of Kittanning Bypass in Armstrong
24 County as the Henry Livengood Memorial Highway; designating
25 the dam known as the Fabridam, between Sunbury,
26 Northumberland County, and Shamokin Dam, Snyder County, as
27 the Adam T. Bower Memorial Dam; designating a certain bridge
28 on State Route 655 over the Juniata River as the Mapleton
29 Area Veterans Memorial Bridge; and designating a bridge in
30 the Borough of Renovo, Clinton County, as the Pennsylvania
31 Railroad Bridge.
32 The General Assembly of the Commonwealth of Pennsylvania
1 hereby enacts as follows:
2 Section 1. Lieutenant Michael Wolf Bridge.
3 (a) Designation.--The bridge carrying State Route 44, over
4 Little Pine Creek in Cummings Township, Lycoming County, shall
5 be known as the Lieutenant Michael Wolf Bridge.
6 (b) Signs.--The Department of Transportation shall erect and
7 maintain signs at each side of the bridge designated in section
8 1 displaying the name of the bridge.
9 Section 2. J. Barry Stout Expressway.
10 (a) Declaration of policy.--
11 (1) Adequate transportation systems are crucial to the
12 public health, safety and economic integrity of a community.
13 (2) Southwestern Pennsylvania has for many years endured
14 congestion of traffic and poor feeder routes in the general
15 north-south pattern between the Monongahela Valley and the
16 City of Pittsburgh which have threatened the safety of the
17 public and thwarted economic development.
18 (3) The construction of a limited access road artery for
19 the north-south pattern in southwestern Pennsylvania from
20 Interstate 68 in West Virginia to the City of Pittsburgh will
21 relieve such congestion, promote economic vitality, reduce
22 the threat of catastrophe from the transportation of highly
23 combustible and toxic materials in densely populated areas,
24 and promote the general safety, health and welfare of the
25 public.
26 (4) Since his election to the General Assembly in 1971,
27 J. Barry Stout of Bentleyville, Washington County, has
28 advocated an expanded State road network, including a
29 Mon/Fayette Expressway and a Southern Beltway connector which
30 would link to the Greater Pittsburgh International Airport.

1 (5) Senator J. Barry Stout has tirelessly and
2 relentlessly pursued construction of a north-south road
3 artery and its connections in furtherance of the public
4 safety, welfare and economic development in all of
5 southwestern Pennsylvania. It is a fitting tribute that a
6 portion of this north-south road artery be designated in his
7 honor.
8 (6) In 1985 the General Assembly passed Senate Bill
9 No.441, which was signed into law as the act of September 30,
10 1985 (P.L.240, No.61), known as the Turnpike Organization,
11 Extension and Toll Road Conversion Act. Senator Stout served
12 on the Committee of Conference which reached the final
13 agreement on the language for the landmark legislation which
14 authorized the Mon/Fayette Expressway.
15 (b) Designation.--The Mon/Fayette Expressway, State Route
16 43, beginning at the interchange with Interstate 70 in
17 Fallowfield Township, Washington County, and continuing north to
18 the Allegheny County line is designated as the J. Barry Stout
19 Expressway. Appropriate signs shall be posted and maintained by
20 the Pennsylvania Turnpike Commission.
21 Section 3. James J. Manderino Memorial Highway.
22 The section of State Route 43, beginning at the interchange
23 with Interstate 70 in Fallowfield Township, Washington County,
24 and continuing south until the intersection with United States
25 Route 40 in Centerville and California Boroughs, Washington
26 County, is designated as the James J. Manderino Memorial
27 Highway. Appropriate signs shall be posted and maintained by the
28 Pennsylvania Turnpike Commission.
29 Section 4. Joe Montana Bridges.
30 The twin bridges on State Route 43 at the milepost 45 over

1 Mingo Creek in Union Township, Washington County near State
2 Route 136 and Ringgold High School are designated as the Joe
3 Montana Bridges. Appropriate signs shall be posted and
4 maintained by the Pennsylvania Turnpike Commission.
5 Section 5. Stan Musial Byway.
6 The entire length of State Route 1077 within the Borough of
7 Donora and Carroll Township, Washington County, is designated as
8 the Stan Musial Byway. The Department of Transportation shall
9 erect and maintain appropriate road signs.
10 Section 6. 24th Infantry Division Association Highway.
11 The portion of State Route 24 from Hopewell Township to its
12 terminus in Mount Wolf Borough of York County is designated and
13 shall be known as the 24th Infantry Division Association
14 Highway. The Department of Transportation shall erect and
15 maintain appropriate signs identifying the above portion of road
16 as the 24th Infantry Division Association Highway.
17 Section 7. Braddock's Crossing Bridge.
18 The bridge on the Mon/Fayette Expressway in Allegheny County
19 crossing the Monongahela River between Duquesne and East
20 Pittsburgh in Allegheny County is designated as the Braddock's
21 Crossing Bridge. The Pennsylvania Turnpike Commission shall
22 erect and maintain appropriate signs.
23 Section 8. The Medal of Honor Highway.
24 The Mon/Fayette Expressway, State Route 43, beginning at the
25 intersection with State Route 51 in Allegheny County and
26 continuing north until the connection with Interstate 376 at
27 Monroeville and the City of Pittsburgh in Allegheny County, is
28 designated as the Medal of Honor Highway. Appropriate signs
29 shall be posted and maintained by the Pennsylvania Turnpike
30 Commission.

1 Section 9. 65th Infantry Division Memorial Highway.
2 (a) Designation.--State Route 65 beginning in the City of
3 Pittsburgh and ending near New Castle, Pennsylvania, is hereby
4 designated as the 65th Infantry Division Memorial Highway.
5 (b) Signs.--The Department of Transportation shall erect
6 appropriate signs to indicate this designation.
7 Section 10. Venango Veterans Memorial Bridge.
8 (a) Designation.--The bridge over the French Creek, now
9 known as Gravel Run Bridge, on State Route 1002 in Venango
10 Borough, Crawford County, is hereby designated and shall be
11 known as the Venango Veterans Memorial Bridge.
12 (b) Signs.--The Department of Transportation shall erect and
13 maintain signs which shall display the name of Venango Veterans
14 Memorial Bridge at each end of the bridge so designated in
15 subsection (a).
16 Section 11. Trooper Matthew R. Bond Memorial Interchange.
17 (a) Declaration of policy.--
18 (1) Matthew R. Bond, an honored and decorated
19 Pennsylvania State Police trooper, was born August 8, 1971,
20 in Greensburg, Pennsylvania, graduated from Meadville Area
21 High School and earned a Bachelor of Science Degree in
22 Criminal Justice from Edinboro University of Pennsylvania.
23 (2) In September of 1995, Trooper Bond entered the
24 Pennsylvania State Police Academy and served with Troop B, in
25 Belle Vernon, from March of 1996 to September of 1998, and
26 thereafter with Troop E in Lawrence Park.
27 (3) Trooper Bond received the Medal of Honor, the
28 highest honor in the Pennsylvania State Police, in August
29 1999, for rescuing a woman and her daughter from a 1998 house
30 fire, and served the Commonwealth with distinction until his

1 death on January 14, 2000, after being struck by a tractor-
2 trailer in the line of duty while assisting a stranded
3 motorist.
4 (b) Designation.--The interchange in Harborcreek Township
5 known as Exit 10 on Interstate 90 is hereby designated as the
6 Trooper Matthew R. Bond Memorial Interchange.
7 (c) Posting of signs.--The Department of Transportation
8 shall erect appropriate signs to indicate the designation made
9 by this section.
10 Section 12. Colonel Francis S. Gabreski Highway.
11 (a) Designation.--The section of U.S. Route 62, Pennsylvania
12 Route 8 in Venango County from the Franklin City line at segment
13 320 proceeding northbound to the Oil City line at segment 470 is
14 hereby designated as the Colonel Francis S. Gabreski Highway.
15 (b) Signs.--The Department of Transportation shall erect and
16 maintain appropriate signs displaying the name of the highway to
17 both northbound and southbound traffic.
18 Section 13. Designation of Henry Livengood Memorial Highway.
19 (a) Designation.--The Kittanning Bypass from the interchange
20 with S.R. 66 and S.R. 422/S.R. 28 to the intersection with S.R.
21 85 and S.R. 28/S.R. 66 in Armstrong County is designated and
22 shall be known as the Henry Livengood Memorial Highway.
23 (b) Erection of appropriate markers.--The Department of
24 Transportation shall erect and maintain appropriate signs
25 identifying the above portion of road as the Henry Livengood
26 Memorial Highway.
27 Section 14. Adam T. Bower Memorial Dam.
28 (a) Designation.--The dam known as the Fabridam and located
29 between Sunbury, Northumberland County, and Shamokin Dam, Snyder
30 County, is hereby designated the Adam T. Bower Memorial Dam.

1 (b) Markers to be erected.--The Department of Conservation
2 and Natural Resources shall erect suitable markers on the Adam
3 T. Bower Memorial Dam.
4 Section 15. Mapleton Area Veterans Memorial Bridge.
5 (a) Designation.--The bridge over the Juniata River on State
6 Route 655, between Mapleton Borough and Brady Township,
7 Huntingdon County, is hereby designated and shall be known as
8 the Mapleton Area Veterans Memorial Bridge.
9 (b) Signs.--The Department of Transportation shall erect and
10 maintain signs which shall display the name of Mapleton Area
11 Veterans Memorial Bridge.
12 Section 16. Pennsylvania Railroad Bridge.
13 (a) Finding of fact.--The General Assembly finds and
14 declares as follows:
15 (1) In 1970, HRI Incorporated built a steel, multigirder
16 bridge, 192 feet in length, over a section of what was then
17 the Pennsylvania Railroad.
18 (2) The bridge referred to in paragraph (1) can stand
19 today as a symbol of the great Pennsylvania Railroad, which
20 was the first great business enterprise in America.
21 (3) The Pennsylvania Railroad, called "the standard
22 railroad of the world," was chartered on April 13, 1846. By
23 1854 it was a continuous rail route from Philadelphia to
24 Pittsburgh; and, at its pinnacle the Pennsylvania Railroad
25 service territory extended from Manhattan to St. Louis.
26 (4) The Pennsylvania Railroad connected our two largest
27 cities, while bringing commerce and jobs to wide ranging
28 parts of this Commonwealth. The hard-working employees of the
29 railroad who contributed so much of their blood, sweat and
30 tears to this Commonwealth deserve appropriate recognition.

1 (b) Designation authorized.--The bridge designated by the
2 Department of Transportation as Bridge No. 18012004201253, which
3 passes over a section of the Norfolk Southern Railroad in the
4 borough of Renovo, Clinton County, is designated and shall be
5 known as the Pennsylvania Railroad Bridge.
6 (c) Signs.--Appropriate signs shall be posted and maintained
7 by the Department of Transportation.
8 Section 17. Repeal.
9 All acts and parts of acts are repealed insofar as they are
10 inconsistent with this act.
11 Section 18. Effective date.
12 This act shall take effect as follows:
13 (1) Sections 1, 2, and 5 shall take effect in 60 days.
14 (2) Section 4 shall take effect June 11, 2001.
15 (3) The remainder of this act shall take effect
16 immediately.
