A RESOLUTION 1 Commending Monroe County as Pennsylvania's first "Heart Safe 2 County" on December 2, 2002. 3 WHEREAS, Sudden cardiac arrest leads to the death of more 4 than 300,000 people per year in the United States; and 5 WHEREAS, The only effective treatment for sudden cardiac 6 arrest is prompt cardiopulmonary resuscitation and timely 7 cardiac defibrillation; and 8 WHEREAS, Pennsylvania is the leading state in the placement 9 of automated external defibrillators in schools, public 10 buildings and emergency vehicles; and 11 WHEREAS, Pennsylvania should encourage communities to develop 12 methods to promote the health and public welfare of its 13 citizens; and 14 WHEREAS, Communities designated as Heart Safe Communities are 15 those which deploy automated external defibrillators in publicly 16 accessible locations with an appropriate number of citizens that
1 know the signs, symptoms and treatment for cardiac arrest 2 through the use of cardiopulmonary resuscitation and 3 defibrillation; and 4 WHEREAS, Gregory W. Moyer, 15-year-old son of John and Rachel 5 Moyer of Monroe County, died from cardiac arrest on December 2, 6 2000, during a varsity basketball game; and 7 WHEREAS, The Moyer family started the Gregory W. Moyer 8 Defibrillator Fund to donate automated external defibrillators 9 and promote their lifesaving capabilities; and 10 WHEREAS, At least 1,000 people in Monroe County have learned 11 the skills of cardiopulmonary resuscitation and the use of 12 automated external defibrillators, and more than 100 automated 13 external defibrillators have been placed in businesses, schools, 14 churches and other locations where people gather; therefore be 15 it 16 RESOLVED, That the House of Representatives congratulate and 17 commend Monroe County as Pennsylvania's first "Heart Safe 18 County" on December 2, 2002, to promote heart safety, to promote 19 awareness of the lifesaving capabilities of automated external 20 defibrillators, encourage their installation in businesses and 21 public buildings throughout the county, this Commonwealth and 22 the country and recognize the achievements of those persons who 23 have helped make Pennsylvania a national leader in heart safety 24 and the placement of defibrillators in schools, public buildings 25 and emergency vehicles.
