        AS REPORTED FROM COMMITTEE ON INTERGOVERNMENTAL AFFAIRS, HOUSE
           OF REPRESENTATIVES, AS AMENDED, NOVEMBER 19, 2002

                                  A RESOLUTION

     1  Establishing the Information Technology and Electronic Commerce
     2     Advisory Council and Committee on Information Technology and
     3     Electronic Commerce and providing for their powers and
     4     duties.

     5     WHEREAS, The House of Representatives is continually
     6  confronted with the many complex issues that surround the
     7  development and application of information technology electronic
     8  commerce in various sectors of public policy; and
     9     WHEREAS, It is incumbent upon the House of Representatives to
    10  provide its individual members, staff and committees with a
    11  resource to assist in evaluating public policy issues
    12  encompassing information technology and electronic commerce; and
    13     WHEREAS, The House of Representatives can convene major
    14  leaders of business and labor, representatives from the
    15  executive and judicial branches of government and appointees
    16  from legislative staffs and agencies, the Office of Attorney

     1  General, the Office of Auditor General, the Office of State
     2  Treasurer, major regulatory agencies and academe as a resource
     3  for the exploration of public policy issues impacted by
     4  information technology and electronic commerce; therefore be it
     5     RESOLVED, That the House of Representatives establish the
     6  Information and Electronic Commerce Advisory Council and
     7  Committee on Information Technology and Electronic Commerce to
     8  provide the House of Representatives with an independent,
     9  nonpartisan source of information and advice on information
    10  technology and electronic commerce and to focus and report on
    11  technology developments and initiatives; and be it further
    12     RESOLVED, That the Information Technology and Electronic
    13  Commerce Advisory Council shall consist of a representative of
    14  the Office for Information Technology within the Office of
    15  Administration appointed by the Governor, a representative of
    16  the Auditor General appointed by the Auditor General, a
    17  representative of the State Treasurer appointed by the State
    18  Treasurer, a representative of the Attorney General appointed by
    19  the Attorney General, a representative of the Pennsylvania
    20  Public Utility Commission appointed by the chair of the
    21  Pennsylvania Public Utility Commission, a representative of the
    22  Pennsylvania Supreme Court appointed by the court, the Chief
    23  Clerk of the House of Representatives, the chair of the
    24  Legislative Data Processing Committee, the director of the
    25  Legislative Reference Bureau, the executive director of the
    26  Legislative Office for Research Liaison (LORL), the Computer
    27  Services/Information Technology directors from each of the two
    28  caucuses, one member appointed by each of the two caucus floor
    29  leaders, a member chosen by the Pennsylvania Association of
    30  Colleges and Universities (PACU) and a member chosen by the

     1  Association of Community Colleges; and be it further
     2     RESOLVED, That the objectives of the Information Technology
     3  and Electronic Commerce Advisory Council shall be to bring
     4  diversity of public and private sector perspectives to bear on
     5  information technology and electronic commerce issues before the
     6  Commonwealth, to promote proactive discussion of emergent issues
     7  in information technology and electronic commerce as they may
     8  affect both the Commonwealth and the operations of the House of
     9  Representatives, to identify, examine and assess alternative
    10  approaches to dealing with the issues identified, together with
    11  analysis of the pros and cons of each, to provide testimony,
    12  written analysis, counsel and advice to the members and staff of
    13  the Intergovernmental Affairs Committee of the House of
    14  Representatives and to organize briefings, workshops and
    15  conferences upon request by the Committee on Information
    16  Technology and Electronic Commerce; and be it further
    17     RESOLVED, That each member shall serve for the duration of a
    18  two-year legislative session or until replaced; and be it
    19  further
    20     RESOLVED, That the appointee of the Majority Leader of the
    21  House of Representatives shall be chair and the appointee of the
    22  Minority Leader of the House of Representatives shall be vice
    23  chair during the 2003 and 2004 legislative session of the House
    24  of Representatives, and the chair and vice chair shall alternate
    25  in subsequent sessions of the House of Representatives between
    26  the appointee of the Majority Leader and the appointee of the
    27  Minority Leader of the House of Representatives beginning with
    28  the 2005 and 2006 legislative session of the House of
    29  Representatives; and be it further
    30     RESOLVED, That the Information Technology and Electronic

     1  Commerce Advisory Council shall be assisted by a Committee on
     2  Information Technology and Electronic Commerce, which is hereby
     3  established, comprised of the majority and minority chairs of
     4  THE SUBCOMMITTEE ON INFORMATION TECHNOLOGY OF the                 <--
     5  Intergovernmental Affairs Committee of the House of
     6  Representatives; and be it further
     7     RESOLVED, That the committee shall schedule and convene the
     8  meetings of the council and shall adopt such rules governing the
     9  organization and proceedings of the committee as deemed
    10  appropriate; and be it further
    11     RESOLVED, That any member of the committee may request the
    12  council to consider and assess topics related to information
    13  technology and electronic commerce of interest to that member;
    14  and be it further
    15     RESOLVED, That the committee shall adopt such rules governing
    16  the organization and proceedings of the council as it deems
    17  appropriate; and be it further
    18     RESOLVED, That this resolution shall take effect January 1,
    19  2003.
