INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, AUGUST 26, 2002
A RESOLUTION 1 Encouraging every school district in this Commonwealth to review 2 its policies and regulations regarding outdoor 3 extracurricular participation in hot and humid weather 4 conditions. 5 WHEREAS, The National Federation of State High School 6 Associations, a national service and administrative organization 7 of high school athletics and fine arts programs in speech, 8 debate and music, cite that, due to the equipment and uniform 9 needed in football, there have been at least 14 high school heat 10 stroke deaths in football since 1995; and 11 WHEREAS, An additional three high school football players 12 died in August 2001 during or after practice; and 13 WHEREAS, During hot weather conditions, athletes can succumb 14 to heat cramps, heat syncope, heat exhaustion or heat stroke; 15 and 16 WHEREAS, Many heat stress problems can be controlled provided
1 certain precautions are taken; therefore be it 2 RESOLVED, That the House of Representatives encourage every 3 school district in this Commonwealth to review its policies and 4 regulations regarding outdoor extracurricular participation in 5 hot and humid weather conditions and to revise or establish hot 6 weather safety policies, as necessary; and be it further 7 RESOLVED, That the House of Representatives encourage every 8 school district in this Commonwealth to employ qualified coaches 9 who are knowledgeable in first aid, proper athletic conditioning 10 and recognition of injuries, comply with rules and regulations 11 regarding outdoor extracurricular participation in hot and humid 12 weather and encourage athletes to report physical problems or 13 heat-related symptoms immediately; and be it further 14 RESOLVED, That copies of this resolution be transmitted to 15 the superintendent of every school district in this 16 Commonwealth.
