No. 152 Session of 2001


        INTRODUCED BY CRUZ, BARRAR, WATERS, LEDERER, WATSON, READSHAW,
           WOGAN, KENNEY, COLEMAN, SCHRODER, TRELLO, THOMAS, EGOLF,
           HARHAI, CORRIGAN, YOUNGBLOOD, WASHINGTON, J. WILLIAMS,
           KIRKLAND, KELLER, HORSEY, CREIGHTON AND DeLUCA, APRIL 9, 2001

        REFERRED TO COMMITTEE ON RULES, APRIL 9, 2001

                                  A RESOLUTION

     1  Memorializing the City of Philadelphia to discontinue the use of
     2     taxpayer dollars to fund programs that provide sterile
     3     syringe exchange to drug addicts.

     4     WHEREAS, The war on drugs in the United States affects every
     5  citizen, young and old alike; and
     6     WHEREAS, The Drug Enforcement Administration's National
     7  Household Survey on Drug Abuse published in 2000 showed an
     8  estimated 14.8 million Americans were users of illicit drugs in
     9  1999; and
    10     WHEREAS, More than one in ten young people between the ages
    11  of 12 and 17 were users of illicit drugs in 1999; and
    12     WHEREAS, Taxpayer dollars should not be used to promote drug
    13  abuse, but should be used to fund community programs that
    14  discourage drug abuse; and
    15     WHEREAS, Taxpayer dollars would be better used to fund
    16  community drug prevention programs and programs for drug-
    17  dependent persons that would give them an option of counseling


     1  services and enrollment in detoxification programs; and
     2     WHEREAS, Providing drug addicts with sterile syringes has not
     3  been proven to decrease the spread of AIDS and HIV among addicts
     4  and only encourages continued drug abuse and prolongs the war
     5  against drugs; therefore be it
     6     RESOLVED, That the House of Representatives memorialize the
     7  City of Philadelphia to discontinue using taxpayer dollars to
     8  fund programs that provide sterile syringe exchange to drug
     9  addicts, which promotes persistent illegal drug use.
