                                     AN ACT

     1  Requiring the addition of synthetic fuels to petroleum-based
     2     fuel used in vehicles.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Definitions.
     6     The following words and phrases when used in this act shall
     7  have the meanings given to them in this section unless the
     8  context clearly indicates otherwise:
     9     "Gasohol."  A blend of not more than 10% ethanol and
    10  gasoline.
    11     "Synthetic fuel."  Ethanol or methanol derived from coal,
    12  agricultural or wood products, or any other fuel additive which
    13  is derived from nonconventional petroleum sources, including
    14  heavy oil residuum, shale oil or tar sands, and which has been
    15  tested.
    16  Section 2.  Report on use of synthetic fuel.


     1     (a)  Research.--On or before January 1, 2002, the Department
     2  of Transportation shall study and report to the General Assembly
     3  on the technical and economic feasibility of requiring a minimum
     4  of 1% annual average and greater quantities of synthetic fuel
     5  blended with motor vehicle fuel, the expected availability of
     6  synthetic fuel in Pennsylvania, and the cost-effectiveness of
     7  and energy efficiency of greater utilization of synthetic fuels
     8  in Pennsylvania. The report shall include, but not be limited
     9  to, an assessment of whether or not sufficient quantities of
    10  synthetic fuel will be available to satisfy the requirements of
    11  section 3, and the effect of various blends and types of
    12  synthetic fuel when combined with gasoline and other vehicle
    13  fuels on vehicle performance and durability, including the
    14  effect on vehicular emissions.
    15     (b)  Recommendations.--The department shall include in the
    16  report its recommendations regarding the maximum feasible level
    17  and appropriate chemical composition of synthetic fuel which can
    18  reasonably be required by January 1, 2005, as well as its
    19  recommendations regarding the feasibility of requiring design
    20  standards for new motor vehicles to be able to utilize 10% and
    21  greater blends of synthetic fuel on a year-round average.
    22  Section 3.  Timetable.
    23     (a)  One percent.--Beginning January 1, 2002, all gasoline
    24  shall contain, as a condition for sale in Pennsylvania, 1%
    25  synthetic fuel on a year-round average.
    26     (b)  Five percent.--Beginning January 1, 2005, all gasoline,
    27  as a condition for sale in Pennsylvania, shall contain 5%
    28  synthetic fuel on a year-round average.
    29     (c)  Ten percent.--Beginning January 1, 2008, all gasoline,
    30  as a condition for sale in Pennsylvania, shall contain 10%

     2  Section 4.  Effective date.
     3     This act shall take effect immediately.
