                                     AN ACT

     1  Amending the act of July 2, 1984 (P.L.561, No.112), entitled "An
     2     act establishing the Pennsylvania Conservation Corps; and
     3     making an appropriation," further providing for supervisors.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 8 of the act of July 2, 1984 (P.L.561,
     7  No.112), known as the Pennsylvania Conservation Corps Act,
     8  amended June 25, 1997 (P.L.339, No.38), is amended to read:
     9  Section 8.  Supervisors.
    10     (a)  Funding.--Funds available for this program may be
    11  expended to pay the wages of crewleaders who shall supervise
    12  corpsmembers as prescribed by the department.
    13     (b)  Crewleader criteria.--Persons eligible to be hired as
    14  crewleaders by the department shall be men and women who are:
    15         (1)  Domiciled in the Commonwealth for at least six
    16     months prior to employment in the programs.

     1         (2)  Registered with the local Job Center for employment.
     2         (3)  Physically and mentally capable of performing labor
     3     intensive work and supervisory duties.
     4         (4)  Not attending a postsecondary institution full time
     5     and who provide assurance that they did not leave school for
     6     the purpose of employment as a supervisor in the program.
     7     (c)  Term of employment.--A crewleader shall be employed by
     8  the department for a period of one year. At the option of the
     9  department, a crewleader who has successfully completed a one-
    10  year term of service may be extended for subsequent one-year
    11  terms.
    12     (d)  Hourly wage.--Crewleaders shall receive an hourly wage
    13  that exceeds the hourly wage of corpsmembers by a minimum of
    14  $5.00.
    15     (e)  Benefits.--Crewleaders shall not be entitled to any
    16  employee benefits provided to existing employees of the
    17  department or of other State agencies [or local agencies] except
    18  for paid Commonwealth holidays [and], workmen's compensation
    19  coverage and health and dental benefits equivalent to the
    20  benefits received by other full-time departmental employees,
    21  which shall be provided through the funds appropriated to carry
    22  out this act. A crewleader who has served for one year shall be
    23  entitled to five paid vacation days and five days of paid sick
    24  leave during each subsequent year of service. Service as a crew
    25  leader shall be considered as State service for the purposes of
    26  calculating pension benefits in any future State employment.
    27     (f)  Veterans' preference.--In the hiring of crewleaders,
    28  preference shall be given to honorably discharged veterans of
    29  the armed forces of the United States.
    30     Section 2.  This act shall take effect in 60 days.
