AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for certain contracts relating to
3 emission inspections.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 4706 of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended by adding a subsection to read:
8 § 4706. Prohibition on expenditures for emission inspection
9 program.

11 (k) Limitations on contracts.--The department is prohibited
12 from entering into any new contract or renewing any existing
13 contract for program management services related to a vehicle
14 emissions I/M testing program until the Environmental Protection
15 Agency has finally adopted and published regulations related to
16 and governing On-Board Diagnostic Systems (OBD).
17 Section 2. This act shall take effect immediately.
