                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for an emergency services registration
     3     plate; creating an emergency services incident safety fund;
     4     and making an appropriation.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1361.  Emergency services plate.
    10     The department, in consultation with the Pennsylvania
    11  Emergency Management Agency, shall design a special emergency
    12  services registration plate. Upon application of any person who
    13  is an emergency services responder, accompanied by a fee of $35,
    14  which shall be in addition to the annual registration fee, the
    15  department shall issue the plate for a passenger car or truck
    16  with a registered gross weight of not more than 9,000 pounds.


     1  The Emergency Services Incident Safety Fund shall receive $15 of
     2  the fee paid by the applicant for the plate.
     3     Section 2.  Section 1905 of Title 75 is amended by adding a
     4  subsection to read:
     5  § 1905.  Payments to special funds.
     6     * * *
     7     (d)  Emergency Services Incident Safety Fund.--Fifteen
     8  dollars of each fee received under section 1361 (relating to
     9  emergency services plate) shall be credited to the Emergency
    10  Services Incident Safety Fund as follows:
    11         (1)  There is hereby established a special account in the
    12     Treasury Department which shall be known as the Emergency
    13     Services Incident Safety Fund. The purpose of the Emergency
    14     Services Incident Safety Fund is to provide educational
    15     programs and activities that will enhance the safety of
    16     emergency service responders within this Commonwealth.
    17         (2)  All moneys in the Emergency Services Incident Safety
    18     Fund are hereby annually appropriated to the Pennsylvania
    19     Emergency Management Agency to be expended for the purposes
    20     of this subsection.
    21     Section 3.  This act shall take effect in 60 days.
