        REFERRED TO COMMITTEE ON INSURANCE, JANUARY 31, 2001

                                     AN ACT

     1  Expanding eligibility for certain free or subsidized health care
     2     services; and making an appropriation.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Health care services.
     6     An individual receiving free or subsidized health care
     7  services under Article XXIII of the act of May 17, 1921
     8  (P.L.682, No.284), known as The Insurance Company Law of 1921,
     9  on the date of the individual's 18th birthday shall continue to
    10  be eligible for free or subsidized health care services under
    11  that act until such time as the individual reaches his 22nd
    12  birthday if all of the following apply:
    13         (1)  The individual is otherwise eligible under Article
    14     XXIII of The Insurance Company Law of 1921 for free or
    15     subsidized health care services.


     1         (2)  The individual has a serious life-threatening
     2     illness or a disability.
     3         (3)  The individual is not eligible for or receiving
     4     Medicaid, Medicare or Social Security disability benefits.
     5  Section 2.  Appropriation.
     6     The sum of $5,000,000 is hereby appropriated from the moneys
     7  received by the Commonwealth form the Master Settlement
     8  Agreement to the Department of Insurance for the purpose of
     9  funding the benefits provided for in this act.
    10  Section 3.  Effective date.
    11     This act shall take effect in 60 days.
