                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for issuance and content of
     3     driver's license; providing for checking status of municipal
     4     employees' driver's licenses; and further providing for
     5     commercial driver's license, for maximum speed limits and for
     6     regulation of traffic on Pennsylvania Turnpike.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 1510 of Title 75 of the Pennsylvania
    10  Consolidated Statutes is amended by adding a subsection to read:
    11  § 1510.  Issuance and content of driver's license.
    12     * * *
    13     (h)  Sale of photographs prohibited.--Neither the department
    14  nor any person under contract with the department shall sell
    15  photographs of holders of a driver's license or identification
    16  card for any commercial purpose.
    17     Section 2.  Title 75 is amended by adding a section to read:
    18  § 1576.  Political subdivisions to check status of employees'
    19             driver's licenses.
    20     At least quarterly, a political subdivision shall check the

     1  records of the department to determine the status of the
     2  driver's license of all employees who drive a vehicle as an
     3  element of their employment.
     4     Section 3.  Section 1610 of Title 75 is amended by adding a
     5  subsection to read:
     6  § 1610.  Commercial driver's license.
     7     * * *
     8     (f)  Sale of photographs prohibited.--Neither the department
     9  nor any person under contract with the department shall sell
    10  photographs of holders of a commercial driver's license for any
    11  commercial purpose.
    12     Section 4.  Sections 3362(a)(1.1) and 6110(a) of Title 75 are
    13  amended to read:
    14  § 3362.  Maximum speed limits.
    15     (a)  General rule.--Except when a special hazard exists that
    16  requires lower speed for compliance with section 3361 (relating
    17  to driving vehicle at safe speed), the limits specified in this
    18  section or established under this subchapter shall be maximum
    19  lawful speeds and no person shall drive a vehicle at a speed in
    20  excess of the following maximum limits:
    21         * * *
    22         (1.1)  65 miles per hour for all vehicles[:
    23             (i)  on interstate highways outside of urbanized
    24         areas of population of 50,000 or more; and
    25             (ii)] on [other] freeways where the department has
    26         posted a 65-miles-per-hour speed limit [in accordance
    27         with the provisions of 23 U.S.C. (relating to highways)].

    29  § 6110.  Regulation of traffic on Pennsylvania Turnpike.
    30     (a)  General rule.--The provisions of this title apply upon

     1  any turnpike or highway under the supervision and control of the
     2  Pennsylvania Turnpike Commission unless specifically modified by
     3  rules and regulations promulgated by the commission which shall
     4  become effective only upon publication in accordance with law. A
     5  copy of the rules and regulations, so long as they are
     6  effective, shall be posted at all entrances to the turnpike or
     7  highway for the inspection of persons using the turnpike or
     8  highway. This section does not authorize the establishment of a
     9  maximum speed limit greater than 55 miles per hour, except that
    10  a 65-miles-per-hour maximum speed limit for all vehicles may be
    11  established[:
    12         (1)  on interstate highways outside of urbanized areas of
    13     population of 50,000 or more; and
    14         (2)  on other freeways] where the commission has posted a
    15     65-miles-per-hour speed limit [in accordance with the
    16     provisions of 23 United States Code (relating to highways)].

    18     Section 5.  This act shall take effect in 60 days.
