INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, JUNE 13, 2000
A RESOLUTION 1 Endorsing the Global Sullivan Principles of Corporate Social 2 Responsibility and encouraging companies, large and small, 3 domestic and international, to adopt these principles. 4 WHEREAS, The Reverend Leon H. Sullivan, founder and chairman 5 of the Opportunities Industrialization Centers of America, 6 initiated the Sullivan Principles in 1977; and 7 WHEREAS, The Sullivan Principles have been recognized as one 8 of the most effective efforts to end discrimination in the work 9 force of South Africa; and 10 WHEREAS, Reverend Sullivan, in continuing his important work 11 on November 2, 1999, at the United Nations, under the auspices 12 of Secretary General Kofi Annan, introduced the Global Sullivan 13 Principles of Corporate Social Responsibility; and 14 WHEREAS, The Global Sullivan Principles of Corporate Social 15 Responsibility encourages companies, large and small, domestic 16 and international, to respect the law and apply the principles 17 with integrity consistent with the legitimate role of business; 18 and
1 WHEREAS, The application of these principles will help lead 2 to greater tolerance and understanding and advance the culture 3 of peace; therefore be it 4 RESOLVED, That the House of Representatives of the 5 Commonwealth of Pennsylvania commend Reverend Sullivan for his 6 contribution to protecting and strengthening human rights and 7 dignity in the United States and around the world and 8 unanimously approve in concept the Global Sullivan Principles of 9 Corporate Social Responsibility as follows: 10 (1) Express support for universal human rights and 11 particularly the rights of employees and communities. 12 (2) Promote equal opportunity for employees at all 13 levels with respect to issues such as color, age, race, 14 gender, ethnicity or religious beliefs and operate without 15 unacceptable worker treatment such as the exploitation of 16 children, physical punishment, involuntary servitude or other 17 forms of abuse. 18 (3) Respect employees' voluntary freedom of association. 19 (4) Compensate employees to enable them to meet at least 20 their basic needs and provide them the opportunity to improve 21 their skill and capability in order to raise their social 22 economic opportunities. 23 (5) Provide a safe and healthy workplace, protect human 24 rights, health and the environment and promote sustainable 25 development. 26 (6) Promote fair competition, including respect for 27 intellectual and other property rights, without offering, 28 paying or accepting bribes. 29 (7) Work with governments and communities to improve the 30 quality of life through training and opportunities for 20000H0551R3754 - 2 -
1 workers from disadvantaged backgrounds. 2 (8) Promote the application of these principles by 3 others; 4 and be it further 5 RESOLVED, That the House of Representatives endorse the 6 Global Sullivan Principles of Corporate Social Responsibility 7 and encourage companies, large and small, domestic and 8 international, to adopt these principles.
