        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 29, 1999

                                  A RESOLUTION

     1  Proclaiming October 4 through 10, 1999, as "School Crossing
     2     Guard Week" in Pennsylvania and extending deep sympathy to
     3     the family of David J. Boyer, who died from injuries
     4     sustained while serving as a school crossing guard.

     5     WHEREAS, School crossing guards provide an important public
     6  safety service to schools and their students throughout this
     7  Commonwealth; and
     8     WHEREAS, The work done by school crossing guards helps ensure
     9  that the children of this Commonwealth can cross dangerous
    10  intersections or otherwise safely make the trek to and from
    11  school; and
    12     WHEREAS, School districts such as York, Lancaster,
    13  Harrisburg, Philadelphia, Pittsburgh, Allentown, Erie and

     1  Chester, among others, depend on the good services of school
     2  crossing guards to daily assist students; and
     3     WHEREAS, School crossing guards stand at their posts through
     4  rain, sleet, snow, fog and the heat of the day when school is in
     5  session in order to complete their duties; and
     6     WHEREAS, Most school crossing guards do their work out of
     7  love for children and concern for the general well-being of
     8  their communities, accepting great personal risk while
     9  controlling traffic at dangerous intersections or along other
    10  roadways throughout this Commonwealth; and
    11     WHEREAS, David J. Boyer, 74, of 129 N. Forest Street, West
    12  Manchester Township, York County, died at 5:50 a.m. on Saturday,
    13  June 12, 1999, as a result of injuries he sustained from an
    14  accident that occurred while he worked as a crossing guard on
    15  June 2 at the intersection of East Berlin Road and West
    16  Philadelphia Street in West Manchester Township; and
    17     WHEREAS, Mr. Boyer, according to his wife of 52 years, Miriam
    18  Boyer, loved serving as a crossing guard for the West York Area
    19  School District and had never missed a day of work in order to
    20  help students, and the West York Area School District considered
    21  Mr. Boyer's service to be exemplary; and
    22     WHEREAS, Mr. Boyer's work as a crossing guard was an example
    23  of the public service that he gave to his community and country
    24  throughout his life, which included serving stateside in the
    25  United States Army during World War II and as an active member
    26  of St. Paul's Lutheran Church on Springettsbury Avenue in York
    27  and a life member of the West York Optimist Club; and
    28     WHEREAS, Mr. Boyer and the thousands of school crossing
    29  guards who serve our Commonwealth, its schools and students can
    30  be described as heroes, demonstrating concern and commitment for

     1  their neighborhoods in the performance of their duties; and
     2     WHEREAS, Operators of all types of vehicles must be reminded
     3  of the importance of following directions given by school
     4  crossing guards and put safety first when traveling roads
     5  throughout this Commonwealth; therefore be it
     6     RESOLVED, That the House of Representatives express its deep
     7  sympathy to the family of David J. Boyer for the terrible loss
     8  they suffered; and be it further
     9     RESOLVED, That the House of Representatives extend its thanks
    10  to the family of David J. Boyer for his fine service and to all
    11  school crossing guards for the great work they do daily when
    12  school is in session; and be it further
    13     RESOLVED, That the House of Representatives proclaim the week
    14  of October 4 through 10, 1999, as "School Crossing Guard Week"
    15  in Pennsylvania to recognize the outstanding service school
    16  crossing guards provide throughout this Commonwealth and the
    17  risk they encounter daily; and be it further
    18     RESOLVED, That the House of Representatives urge the Governor
    19  and the Senate to also proclaim the week of October 4 through
    20  10, 1999, as "School Crossing Guard Week" in Pennsylvania to
    21  honor the service and commitment of the people who provide this
    22  important service; and be it further
    23     RESOLVED, That the House of Representatives direct that a
    24  copy of this resolution be transmitted to the family of David J.
    25  Boyer and request that the Secretary of Education transmit a
    26  copy of this resolution to each school district in this
    27  Commonwealth so each may provide a copy to the school crossing
    28  guards in its service.
