INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, MAY 11, 1999
A RESOLUTION 1 Declaring May 1999 as "Litter Control Month" in Pennsylvania. 2 WHEREAS, Litter, in any form, is unsightly and can negatively 3 impact upon the growth of tourism, agriculture and many other 4 industries within this Commonwealth; and 5 WHEREAS, Many Pennsylvanians participate in roadside cleanups 6 or in the Department of Transportation's "Adopt-A-Highway" 7 Program; and 8 WHEREAS, The Department of Environmental Protection promotes 9 the anti-litter program known as "Keep Pennsylvania Beautiful"; 10 and 11 WHEREAS, Representatives of business, agriculture and local 12 governments have joined forces to propose programs to promote 13 litter reduction; and 14 WHEREAS, Representatives of business, agriculture, local 15 government, State government and environmental groups have 16 conducted litter summits and have prepared a model litter 17 control plan; and
1 WHEREAS, It has been proven that targeted media campaigns, 2 public service announcements and programs promoting increased 3 awareness and increased enforcement effectively reduce highway 4 litter; therefore be it 5 RESOLVED, That the House of Representatives declare May 1999 6 as "Litter Control Month" in Pennsylvania as a means of 7 increasing awareness of this unsightly problem; and be it 8 further 9 RESOLVED, That the Commonwealth has a need to promote litter 10 control initiatives, including consideration of any and all 11 legislation that will assist litter control initiatives.
