           LAUGHLIN, MARKOSEK, ORIE, PESCI, PRESTON, READSHAW, ROBERTS,

                                  A RESOLUTION

     1  Memorializing Congress to urge the Department of Housing and
     2     Urban Development to review any policies and procedures in
     3     effect with regard to placing nonsenior citizens in senior
     4     citizen housing.

     5     WHEREAS, Senior citizen housing was originally designed to
     6  provide adequate and safe housing for older citizens in an
     7  environment where residents' interests and needs were held in
     8  common; and
     9     WHEREAS, Many senior citizens choose senior citizen housing
    10  in order to live in a community setting around individuals of
    11  common interest and common experiences while maintaining
    12  independent living quarters; and
    13     WHEREAS, Senior citizen housing was designed to provide our
    14  older residents with affordable housing while ensuring them a
    15  quality-of-life standard; and
    16     WHEREAS, The Department of Housing and Urban Development has
    17  begun placing nonsenior citizens in buildings originally

     1  designed to house senior citizens; and
     2     WHEREAS, These young individuals, while meeting certain
     3  eligibility requirements for placement within these housing
     4  complexes, do not maintain a lifestyle conducive to that of the
     5  older residents in those same complexes; and
     6     WHEREAS, Increased crime, noise and dangerous traffic
     7  conditions are among the serious problems now seen in those
     8  complexes where younger tenants are being placed; therefore be
     9  it
    10     RESOLVED, That the House of Representatives of the
    11  Commonwealth of Pennsylvania memorialize the Congress of the
    12  United States to urge the Department of Housing and Urban
    13  Development to carefully consider the needs of all residents of
    14  a complex or building with respect to placing new tenants in
    15  areas previously considered to be senior citizen housing; and be
    16  it further
    17     RESOLVED, That copies of this resolution be transmitted to
    18  the presiding officers of each house of Congress and to each
    19  member of Congress from Pennsylvania.
