        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 7, 1999

                                  A RESOLUTION

     1  Declaring the week of May 16 through 22, 1999, as "Emergency
     2     Medical Services Week"; declaring May 16, 1999, as "Citizen
     3     Recognition and Appreciation Day"; and declaring May 22,
     4     1999, as "Emergency Medical Services Day" in Pennsylvania.

     5     WHEREAS, The emergency medical services system in this
     6  Commonwealth has been developed to provide emergency services
     7  and care to the sick and injured and to provide transportation
     8  to an appropriate medical or health care facility; and
     9     WHEREAS, The citizens of this Commonwealth benefit daily from
    10  this system and from the knowledge, skill, specialized training

     1  and services of those providers who devote their lives to saving
     2  the lives of others and who perform extraordinary public
     3  services under sometimes stressful and often dangerous and
     4  hazardous conditions; and
     5     WHEREAS, Rapid access to quality and professional emergency
     6  medical services and care dramatically improves the probability
     7  of survival and recovery for those who experience sudden illness
     8  or injury; and
     9     WHEREAS, The emergency medical services community consists of
    10  volunteer and paid providers, including physicians, nurses,
    11  paramedics, emergency medical technicians, aeromedical
    12  personnel, first responders, ambulance attendants, ambulance
    13  drivers, police officers, firefighters and emergency services
    14  dispatchers, as well as educators and administrators who support
    15  and assist emergency medical services and in many instances the
    16  public, who together comprise and link the emergency medical
    17  services network; and
    18     WHEREAS, In appreciation and recognition of the organized and
    19  coordinated efforts of the Pennsylvania emergency medical
    20  services system, those professionals who directly provide these
    21  services and those who support and assist emergency medical
    22  services, the Commonwealth should set aside a week to
    23  commemorate, appreciate, recognize and support planned
    24  activities in this Commonwealth; and
    25     WHEREAS, "Emergency Medical Services Week" further serves to
    26  inform the citizens of this Commonwealth of the availability,
    27  importance and capability of their emergency medical services
    28  system, to educate them about injury and illness prevention and
    29  what to do when confronted with a medical emergency as well as
    30  to encourage them to learn cardiopulmonary resuscitation, plan

     1  and practice home and highway safety and instruct all family
     2  members on the proper and appropriate use of the emergency
     3  medical services system; therefore be it
     4     RESOLVED, That the House of Representatives recognize the
     5  value and the accomplishments of the emergency medical services
     6  community by designating the week of May 16 through 22, 1999, as
     7  "Emergency Medical Services Week" in Pennsylvania; and be it
     8  further
     9     RESOLVED, That the House of Representatives declare Sunday,
    10  May 16, 1999, as "Citizen Recognition and Appreciation Day" for
    11  the emergency medical services community to acknowledge the
    12  citizens of this Commonwealth who participate in cardiopulmonary
    13  resuscitation, first aid, fundraising and other activities that
    14  support emergency medical services in their communities in this
    15  Commonwealth; and be it further
    16     RESOLVED, That the House of Representatives declare Saturday,
    17  May 22, 1999, as "Emergency Medical Services Day" for the
    18  purpose of appreciating, supporting and recognizing the
    19  professionals who make up the entire emergency medical services
    20  community and all of the services providers who support
    21  emergency medical services in this Commonwealth.
