HOUSE RESOLUTION

No. 14 Session of 1999


        INTRODUCED BY METCALFE, STEVENSON, HABAY, LYNCH, M. N. WRIGHT,
           PESCI, SATHER, RUBLEY, FAIRCHILD, HENNESSEY, MASLAND, WALKO,
           MAHER, YOUNGBLOOD AND FORCIER, JANUARY 28, 1999

        REFERRED TO COMMITTEE ON RULES, JANUARY 28, 1999

                                  A RESOLUTION

     1  Calling for the House of Representatives to conduct hearings to
     2     evaluate economic impact and to conduct studies and submit
     3     reports prior to approval of sports stadium funding
     4     authorization by the House of Representatives.

     5     WHEREAS, Multiple proposals have been offered to fund
     6  private, for-profit sports stadiums; and
     7     WHEREAS, Proposals have included tax support, tax-free bonds,
     8  lotteries and various surcharges funded by Commonwealth
     9  taxpayers; and
    10     WHEREAS, The economic impact upon each community where the
    11  stadiums are located and the economic impact upon the taxpaying
    12  public being called upon to finance the stadiums is a necessary
    13  component of the funding formula; therefore be it
    14     RESOLVED, That the House of Representatives hold hearings
    15  conducted by a committee selected by the Speaker of the House of
    16  Representatives to inquire into the economic impact upon the
    17  community and the Commonwealth prior to approval of any
    18  legislation authorizing funding for sports stadiums; and be it

     2     RESOLVED, That the committee complete the study and submit
     3  its findings to the members of the House of Representatives
     4  prior to approval of any legislation or appropriation to fund
     5  sports stadiums within this Commonwealth.
