AN ACT
1 Making appropriations to the Trustees of the University of
2 Pennsylvania.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The following sums, or as much thereof as may be
6 necessary, are hereby appropriated to the Trustees of the
7 University of Pennsylvania for the fiscal year July 1, 2000, to
8 June 30, 2001, for the purposes and in the amounts as shown:
9 (1) For dental clinics........................ $938,000
10 (2) For instruction in the Doctor of Medicine
11 program........................................... 4,034,000
12 (3) For veterinary activities................. 33,083,000
13 (4) For cardiovascular studies................ 500,000
14 Section 2. Payments to the University of Pennsylvania on
15 account of the appropriations for the items provided in section
16 1 shall be made quarterly by the Secretary of Education on the
17 basis of costs during the fiscal year and shall be conditioned
1 on continuing authority for inclusion on the Board of Trustees
2 of the University of Pennsylvania of a minimum of four persons
3 who are not elected officials and who are appointed by the
4 President pro tempore of the Senate, the Minority Leader of the
5 Senate, the Speaker of the House of Representatives and the
6 Minority Leader of the House of Representatives for terms of
7 office coterminous with that of the respective appointing
8 authority. AUTHORITY; AND SHALL BE FURTHER CONDITIONED ON THESE <--
9 APPOINTEES RECEIVING FULL VOTING RIGHTS AS MEMBERS OF THE BOARD
10 OF TRUSTEES.
11 Section 3. The University of Pennsylvania shall provide
12 full, complete and accurate information as may be required by
13 the Department of Education or the chairman or the minority
14 chairman of the Appropriations Committee of the Senate or the
15 chairman or the minority chairman of the Appropriations
16 Committee of the House of Representatives.
17 Section 4. The University of Pennsylvania shall report its
18 revenues and expenditures and present its financial statements
19 in accordance with generally accepted accounting principles and
20 procedures for educational institutions as set forth in the
21 "Higher Education Finance Manual (1975)" and the "Commonwealth
22 of Pennsylvania Budget Instructions for the State System of
23 Higher Education, State-Related Universities and Non-State-
24 Related Colleges and Universities."
25 Section 5. The Trustees of the University of Pennsylvania
26 shall report on forms provided by the Department of Education to
27 both the chairman and minority chairman of the Appropriations
28 Committee of the Senate and the chairman and minority chairman
29 of the Appropriations Committee of the House of Representatives
30 by September 30, 2001, on how State-appropriated funds were

1 expended for fiscal year 2000-2001 to reduce the costs to
2 Pennsylvania resident students or to provide services to
3 Pennsylvania residents.
4 Section 6. This act shall take effect July 1, 2000, or
5 immediately, whichever is later.
