AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, providing for roller skates, roller blades and
3 skateboard helmets.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 3510(d) of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended and the section is amended by
8 adding a subsection to read:
9 § 3510. Pedalcycle helmets for certain persons.

11 (a.1) Roller skates, roller blades and skateboards.--A
12 person under 18 years of age shall not ride a skateboard or
13 roller skate or roller blade without wearing a helmet as
14 prescribed by this section.

16 (d) Penalty.--Notwithstanding any other provisions of law,
17 any violation of subsection (a) or (a.1) is punishable by a
18 fine, including all penalties, assessments and court costs
1 imposed on the convicted person not to exceed $25. The parent or
2 legal guardian having control or custody of a person under 12
3 years of age whose conduct violates this section shall be
4 jointly and severally liable with the person for the amount of
5 the fine imposed.
