           HOUSE OF REPRESENTATIVES, AS AMENDED, SEPTEMBER 29, 1999

                                     AN ACT

     1  Authorizing the incurring of additional indebtedness, with
     2     approval of the electors, of $1,000,000,000 for the further
     3     purchase of agricultural conservation easements for the
     4     preservation of agricultural land and to provide additional
     5     funds for the Keystone Recreation, Park and Conservation
     6     Fund; AND MAKING REPEALS.                                      <--

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9  Section 1.  Question.
    10     The question of incurring additional indebtedness of
    11  $1,000,000,000 for the purposes specified in sections 3 and 5
    12  shall be submitted to the electors at the next primary,
    13  municipal or general election following enactment of this act.
    14  Section 2.  Certification.
    15     The Secretary of the Commonwealth shall certify the form of
    16  the question under section 3 to the county boards of elections.
    17  Section 3.  Form of question.
    18     The question under section 1 shall be in substantially the

     1  following form:
     2         Do you favor the incurring of additional indebtedness by
     3         the Commonwealth of $1,000,000,000 for:
     4         (1)  the further purchase of agricultural conservation
     5         easements for the preservation of agricultural land; and
     6         (2)  the provision of additional moneys for the Keystone
     7         Recreation, Parks and Conservation Fund?
     8  Section 4.  Election.
     9     The election shall be conducted in accordance with the act of
    10  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
    11  Election Code, except that the time limits for advertisement of
    12  notice of the election may be waived as to the question.
    13  Section 5.  Proceeds.
    14     Proceeds of borrowing shall be allocated and used as follows:
    15         (1)  Four hundred million dollars shall be deposited into
    16     the Agricultural Conservation Easement Purchase Fund to be
    17     used for the preservation of additional agricultural lands by
    18     the purchase of perpetual easements.
    19         (2)  Six hundred million dollars shall be deposited into
    20     the Keystone Recreation, Park and Conservation Fund to be
    21     further allocated as follows:
    22             (i)  three hundred million dollars shall be used to
    23         acquire and preserve natural areas; and
    24             (ii)  three hundred million dollars shall be used for
    25         the purposes of the Keystone Recreation, Park and
    26         Conservation Fund.
    27  SECTION 6.  REPEALS.                                              <--
    28     THE FOLLOWING ACTS AND PARTS OF ACTS ARE REPEALED:
    29     SECTION 14.3(F) OF THE ACT OF JUNE 30, 1981 (P.L.128, NO.43),
    30  KNOWN AS THE AGRICULTURAL AREA SECURITY LAW.

     1     SECTION 6(F) OF THE ACT OF JULY 2, 1993 (P.L.359, NO.50),
     2  KNOWN AS THE KEYSTONE RECREATION, PARK AND CONSERVATION FUND
     3  ACT.
     4  Section 6 7.  Effective date.                                     <--
     5     This act shall take effect immediately.
