                                     AN ACT

     1  Designating a percentage of tobacco litigation master settlement
     2     agreement funds to be utilized for salaries of direct care
     3     staff who work with individuals diagnosed with mental
     4     disabilities in community-based mental health/mental
     5     retardation programs.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Set aside for salaries of direct care workers.
     9     (a)  General rule.--Annually, 25% of all moneys received by
    10  the Commonwealth under the tobacco litigation master settlement
    11  agreement shall be set aside for appropriation by the General
    12  Assembly to community-based mental health and mental retardation
    13  programs for salaries of direct care workers.
    14     (b)  Definition.--As used in this section, the term "tobacco
    15  litigation master settlement agreement" means the master
    16  settlement agreement relating to tobacco litigation entered into
    17  in 1998 by the Commonwealth and leading United States tobacco
    18  product manufacturers.


     1  Section 2.  Effective date.
     2     This act shall take effect immediately.
