SENATE BILL

                                     AN ACT

     1  Amending Title 34 (Game) of the Pennsylvania Consolidated
     2     Statutes, further providing for senior resident and senior
     3     lifetime resident hunting and furtaker licenses.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 2705 of Title 34 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 2705.  Classes of licenses.
     9     Unless otherwise provided, any person wishing to exercise any
    10  of the privileges granted by this title shall first secure the
    11  applicable resident or nonresident hunting or furtaker license
    12  as follows:
    13         (1)  Adult resident hunting licenses to residents who
    14     have reached their 17th birthday but have not reached their
    15     65th birthday.
    16         (2)  Junior resident hunting licenses to residents who
    17     have reached or will reach their 12th birthday in the
    18     calendar year of application for a license but who have not

     1     reached their 17th birthday prior to the date of the
     2     application for the license and who present a written
     3     request, bearing the signature of a parent or guardian, for
     4     the issuance of a license. The actual hunting privileges
     5     granted to the holder of a junior license shall not be
     6     exercised until that person in fact is 12 years of age.
     7         (3)  Senior resident hunting licenses or, at the option
     8     of the applicant, a senior lifetime resident hunting license
     9     to residents who have reached or will reach their 65th
    10     birthday in the year of the application for the license or in
    11     the license year of the application. The commission shall
    12     develop, implement and administer a system to provide tags,
    13     report cards and applications to those residents who hold a
    14     senior lifetime resident hunting license issued under this
    15     paragraph. The system shall require the applicant or license
    16     holder to pay any approved fee assessed by the issuing agent.
    17         (4)  Adult resident furtaker licenses to residents who
    18     have reached their 17th birthday but have not reached their
    19     65th birthday.
    20         (5)  Junior resident furtaker licenses to residents who
    21     have reached or will reach their 12th birthday in the
    22     calendar year of application for a license but who have not
    23     reached their 17th birthday prior to the date of the
    24     application for the license and who present a written
    25     request, containing the signature of a parent or guardian,
    26     for the issuance of a license. The actual furtaking
    27     privileges granted to the holder of a junior license shall
    28     not be exercised until that person in fact is 12 years of
    29     age.
    30         (6)  Senior resident furtaker licenses or, at the option

     1     of the applicant, a senior lifetime resident furtaker license
     2     to residents who have reached or will reach their 65th
     3     birthday in the year of the application for the license or in
     4     the license year of the application.
     5         (7)  (Reserved).
     6         (8)  Adult nonresident hunting licenses to all
     7     nonresidents of 17 years of age or older.
     8         (9)  Junior nonresident hunting licenses to all
     9     nonresidents who have reached or will reach their 12th
    10     birthday in the calendar year of application for a license
    11     but who have not reached their 17th birthday prior to the
    12     date of the application for the license and who present a
    13     written request, bearing the signature of a parent or
    14     guardian, for the issuance of a license. The actual hunting
    15     privileges granted to the holder of a junior license shall
    16     not be exercised until that person in fact is 12 years of
    17     age.
    18         (10)  Adult nonresident furtaker licenses to nonresidents
    19     of 17 years of age or older.
    20         (11)  Junior nonresident furtaker licenses to
    21     nonresidents who have reached or will reach their 12th
    22     birthday in the calendar year of application for a license
    23     but who have not reached their 17th birthday prior to the
    24     date of the application for the license and who present a
    25     written request, containing the signature of a parent or
    26     guardian, for the issuance of a license. The actual furtaking
    27     privileges granted to the holder of a junior license shall
    28     not be exercised until that person in fact is 12 years of
    29     age.
    30         (12)   Seven-day nonresident small game license to

     1     persons eligible to procure a nonresident hunting license.
     2     The license shall be valid for a period of seven consecutive
     3     days. The holder of the license shall be entitled to hunt
     4     for, take or kill crows and small game.
     5         (13)  Antlerless deer licenses, bear licenses, archery
     6     licenses, muzzleloader licenses and any other license
     7     required to insure just and proper administration of this
     8     title and sound game or wildlife conservation to eligible
     9     persons, subject to the regulations, requirements and
    10     conditions which the commission shall establish. Any such
    11     license shall be made available to residents serving on
    12     active duty in the armed forces of the United States or in
    13     the United States Coast Guard without regard to quota
    14     limitations or application deadlines.
    15         (14)  Migratory game bird licenses for hunting all
    16     migratory game birds to eligible persons, subject to the
    17     regulations, requirements and conditions which the commission
    18     shall establish. Any such license shall be made available to
    19     residents serving on active duty in the armed forces of the
    20     United States or in the United States Coast Guard without
    21     regard to quota limitations or application deadlines.
    22     Section 2.  This act shall take effect in 60 days.
