        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 21, 1998

                                  A RESOLUTION

     1  Proclaiming the week of October 4 through 10, 1998, as "Fire
     2     Prevention Week" in Pennsylvania.

     3     WHEREAS, Smoke and poisonous gases are the leading causes of
     4  death in fires and can kill us long before the flames reach us;
     5  and
     6     WHEREAS, Advance escape planning in all occupancies is
     7  essential to escaping a fire safely; and
     8     WHEREAS, An adequate escape plan includes knowing two ways
     9  out of every room, an outdoor location where everyone will meet
    10  upon exiting and memorizing the fire department's telephone
    11  number; and


     1     WHEREAS, Fire drills should be practiced regularly, at least
     2  twice a year; and
     3     WHEREAS, Early warning signs of fire must be taken seriously
     4  because a quick, decisive response is often what makes the
     5  difference between life and death in a fire; and
     6     WHEREAS, This year's theme, "Fire Drills: The Great Escape"
     7  emphasizes the importance of escape planning at home and in
     8  public settings; and
     9     WHEREAS, The fire service of this Commonwealth is dedicated
    10  to the safety of life and property from the devastating effects
    11  of fire; and
    12     WHEREAS, The members of the fire service are joined by other
    13  concerned citizens of this Commonwealth as well as businesses,
    14  schools, service clubs and organizations in their fire safety
    15  efforts; and
    16     WHEREAS, "Fire Prevention Week" commemorates the Great
    17  Chicago Fire of 1871, which killed more than 250 persons, left
    18  100,000 homeless and destroyed more than 17,400 buildings;
    19  therefore be it
    20     RESOLVED, That the House of Representatives proclaim the week
    21  of October 4 through 10, 1998, as "Fire Prevention Week" in
    22  Pennsylvania; and be it further
    23     RESOLVED, That the House of Representatives call upon the
    24  people of this Commonwealth to participate in fire prevention
    25  activities at home, work and school and to become further
    26  educated on fire safety precautions which will enable them to
    27  make "The Great Escape" in the event of a fire emergency.
