A RESOLUTION 1 Calling for the Legislative Budget and Finance Committee to 2 update that portion of a February 1989 Legislative Budget and 3 Finance Committee Report On Salary Levels and Their Impact on 4 Quality of Care for Client Contact Workers in Community-Based 5 MH/MR and Child Day Care Programs pertaining to workers in 6 mental retardation community living arrangements. 7 WHEREAS, The Office of Mental Retardation in the Department 8 of Public Welfare through its Planning Advisory Committee issued 9 A Multi-Year Plan for Pennsylvania's mental retardation service 10 system recommending reinvestment of savings into community 11 services and recommending that individuals currently residing in 12 State facilities who would prefer to live in the community be 13 provided with opportunities to live in the community; and 14 WHEREAS, During the five public hearings conducted by the HR 15 187 Task Force under House Resolution 187, Printer's No. 1869 16 (1997), members heard and expressed concerns about the quality 17 of care provided in community living arrangements where the pay 18 scale may be considerably below that of the State centers; and 19 WHEREAS, The Legislative Budget and Finance Committee
1 conducted a study in 1989 and issued a report on the salaries 2 paid to direct-care workers in community-based mental health and 3 mental retardation programs and the possible impact those 4 salaries might have on the quality of care provided to persons 5 in those programs; therefore be it 6 RESOLVED, That the House of Representatives call for the 7 Legislative Budget and Finance Committee to update that portion 8 of the February 1989 Report on Salary Levels and Their Impact on 9 Quality of Care for Client Contact Workers in Community-Based 10 MH/MR and Child Day Care Programs pertaining to workers in 11 mental retardation private intermediate care facilities and 12 community living arrangements; and be it further 13 RESOLVED, That the Legislative Budget and Finance Committee 14 report its findings to the House of Representatives by January 15 1, 1999.
