                                  A RESOLUTION

     1  Expressing the condolences of the House of Representatives on
     2     the death of K. Paul Muench.

     3     WHEREAS, K. Paul Muench passed away January 23, 1998, at the
     4  age of 76; and
     5     WHEREAS, Born in 1921 in Delaware County, Mr. Muench
     6  graduated from Upper Darby High School and attended Franklin and
     7  Marshall College; and
     8     WHEREAS, In 1942 Mr. Muench enrolled in the United States
     9  Army, and he served his tour of duty during World War II in the
    10  military police, rising to the rank of captain; and
    11     WHEREAS, Mr. Muench began his distinguished tenure of service
    12  with the Commonwealth of Pennsylvania in 1963 as a budget
    13  analyst with the Department of Health and served there until
    14  1965, when he accepted a position as a budget analyst in the
    15  Governor's Budget Office; and
    16     WHEREAS, Mr. Muench served as chief legislative analyst to
    17  the Secretary of Administration and Budget Secretary from 1970


     1  to 1971 and was Executive Director of the Appropriations
     2  Committee of the Senate from 1970 to 1980; and
     3     WHEREAS, Mr. Muench was a budget analyst with the
     4  Appropriations Committee of the House of Representatives from
     5  1980 until the time of his death and a member of the State
     6  Employees' Retirement Board and was the legislative designee of
     7  Representative Steven R. Nickol to the Public School Employees'
     8  Retirement Board from 1995 until his death; and
     9     WHEREAS, In all aspects of his life, Mr. Muench exemplified
    10  the finest virtues of dedication, ability, leadership and
    11  integrity, and he is missed by all who knew and loved him;
    12  therefore be it
    13     RESOLVED, That the House of Representatives note with great
    14  sadness the passing of K. Paul Muench, a beloved family member
    15  and devoted contributor to this Commonwealth and our nation, and
    16  extend heartfelt condolences to his wife, Phyllis Muench, his
    17  daughters, Susan Paige, Patricia Smith and Judy Shindel, and his
    18  three grandchildren and two great-grandchildren; and be it
    19  further
    20     RESOLVED, That a copy of this resolution be transmitted to
    21  Mrs. Phyllis Muench, 3749 Sharon Street, Harrisburg,
    22  Pennsylvania 17111.
