        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 12, 1998

                                  A RESOLUTION

     1  Designating May 1998 as "Parliamentarian Month" in Pennsylvania.

     2     WHEREAS, The democratic process of insuring the protection of
     3  individual rights and the rule of the majority is guarded by the
     4  application of the basic principles of parliamentary law; and
     5     WHEREAS, On October 7, 1957, Pennsylvania became the tenth
     6  state to be chartered by the National Association of
     7  Parliamentarians; and
     8     WHEREAS, The Pennsylvania Association of Parliamentarians was
     9  established as a nonprofit corporation for the purposes of:
    10         (1)  Studying, teaching, promoting and disseminating the
    11     philosophy and principles underlying the rules of
    12     deliberative assemblies.

     1         (2)  Furthering the growing interest in parliamentary
     2     rules in both public and private schools on all levels.
     3         (3)  Bringing parliamentarians of the country into closer
     4     cooperation.
     5         (4)  Inculcating and upholding the general principles of
     6     obedience to law.
     7         (5)  Lending moral aid and strength to the parliamentary
     8     activities to its members; and
     9     WHEREAS, The Pennsylvania Association of Parliamentarians
    10  will hold its 20th Biennial Convention on May 15 through 17,
    11  1998; and
    12     WHEREAS, It is appropriate to recognize the importance of the
    13  work and services performed by the Pennsylvania Association of
    14  Parliamentarians; therefore be it
    15     RESOLVED, That the House of Representatives designate May
    16  1998 as "Parliamentarian Month" in Pennsylvania.
