        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JANUARY 27, 1998

                                  A RESOLUTION

     1  Declaring the week of February 8 through 14, 1998, as "Child
     2     Passenger Safety Week."

     3     WHEREAS, More children in the United States are killed and
     4  crippled in car crashes than from any other cause of injury; and
     5     WHEREAS, Each year about 600 to 700 children five years of
     6  age or younger are killed and about 89,000 are injured as
     7  passengers in car crashes; and
     8     WHEREAS, According to the National Highway Traffic Safety
     9  Administration (NHTSA), child safety seats, when correctly used,
    10  can reduce fatalities among children five years of age or


     1  younger by 71%, one of the most effective safety innovations
     2  ever developed; and
     3     WHEREAS, Safety seat use among children involved in fatal
     4  crashes is very low, as many as 40% are unrestrained; and
     5     WHEREAS, Due to a combination of nonuse and misuse, child
     6  safety seats are not currently saving as many lives as they
     7  should be; and
     8     WHEREAS, If child safety seats were properly used by all
     9  children five years of age or younger, several hundred lives
    10  could be saved each year; and
    11     WHEREAS, All 50 states, the District of Columbia, Puerto Rico
    12  and the United States Territories have enacted laws requiring
    13  the use of child passenger protection systems; and
    14     WHEREAS, Many child passenger safety seats are misused in
    15  some way and correct placement and harnessing is critical to
    16  ensure adequate protection; and
    17     WHEREAS, Death and injury may be significantly reduced
    18  through greater public awareness, information, education and
    19  enforcement of child passenger safety seat laws; therefore be it
    20     RESOLVED, That the House of Representatives, in recognition
    21  of every child's right to adequate protection when being
    22  transported in a motor vehicle, proclaim the week of February 8
    23  through 14, 1998, as "Child Passenger Safety Week."
