HOUSE RESOLUTION

No. 278 Session of 1997


        INTRODUCED BY ADOLPH, E. Z. TAYLOR, RAYMOND, MICOZZIE, CIVERA,
           CLYMER, FICHTER, McGILL, GLADECK, BARRAR, BARD, STEIL,
           L. I. COHEN, COLAIZZO, DeLUCA, J. TAYLOR, PESCI, GEORGE,
           KENNEY, SCHRODER, READSHAW, BUNT, FLICK, GANNON, LYNCH AND
           DRUCE, OCTOBER 9, 1997

        REFERRED TO COMMITTEE ON RULES, OCTOBER 9, 1997

                                  A RESOLUTION

     1  Memorializing the Secretary of Transportation to extend the
     2     emissions and safety inspection expiration date.

     3     WHEREAS, The Commonwealth of Pennsylvania in compliance with
     4  the mandate of the Federal Environmental Protection and the
     5  Clean Air Act Amendments of 1990 (Public Law 101-549, 104
     6  Stat.2399) has established an enhanced vehicle emissions
     7  inspection and maintenance program in nine counties in
     8  southeastern and southwestern Pennsylvania; and
     9     WHEREAS, The program began October 1, 1997, and represents a
    10  major change in procedure for garages, mechanics and motorists;
    11  and
    12     WHEREAS, Many garages had not had equipment or required
    13  software installed which would permit them to perform the tests
    14  at the time the program began and many garages were not prepared
    15  to give the tests a week later through no fault of their own;
    16  and


     1     WHEREAS, Many of these problems may not be corrected until
     2  late October, causing many inconveniences and hardships for both
     3  motorists and garages; therefore be it
     4     RESOLVED, That the House of Representatives memorialize the
     5  Secretary of Transportation to extend the emissions and safety
     6  inspection expiration date in the affected counties one month to
     7  give motorists more time to comply with the new program.
     8  Motorists with an October 1997 expiration would be extended to
     9  November 30, 1997, under this proposal; and be it further
    10     RESOLVED, That copies of this resolution be transmitted to
    11  the Secretary of Transportation of the Commonwealth of
    12  Pennsylvania.
