        REFERRED TO COMMITTEE ON APPROPRIATIONS, JUNE 9, 1998

                                     AN ACT

     1  Authorizing the incurring of indebtedness, with the approval of
     2     the electors, of $100,000,000 to provide additional funding
     3     for the acquisition of, improvements to and the
     4     rehabilitation of parks, recreational facilities, educational
     5     facilities, natural areas, historic sites, zoos and public
     6     libraries.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9  Section 1.  Referendum.
    10     The question of incurring additional indebtedness of
    11  $100,000,000 for the purposes of planning, acquisition,
    12  development, rehabilitation and improvement of parks,
    13  educational facilities and recreational facilities, natural
    14  areas, historic sites, zoos and public libraries shall be
    15  submitted to the electors at the next primary, municipal or
    16  general election following enactment of this act.
    17  Section 2.  Certification of question.

     1     The Secretary of the Commonwealth shall forthwith certify the
     2  question to the county boards of election.
     3  Section 3.  Form of question.
     4     The question shall be in substantially the following form:
     5         Do you favor the incurring of indebtedness by the
     6         Commonwealth of $100,000,000 to provide for the
     7         additional funding of nature preserves and wildlife
     8         habitats and for improvements to and expansion of State
     9         parks, community parks, educational facilities and
    10         recreational facilities, natural areas, historic sites,
    11         zoos and public libraries?
    12  Section 4.  Conduct of referendum.
    13     The election shall be conducted in accordance with the act of
    14  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
    15  Election Code, except that the time limits for advertisement of
    16  notice of the election may be waived as to the question.
    17  Section 5.  Use of indebtedness proceeds.
    18     Proceeds of borrowing shall be used to implement the
    19  provisions of the act of July 2, 1993 (P.L.359, No.50), known as
    20  the Keystone Recreation, Park and Conservation Fund Act.
    21  Section 6.  Effective date.
    22     This act shall take effect immediately.
