                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, delaying implementation of certain provisions
     3     relating to emission inspections.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4706(g)(3) of Title 75 of the
     7  Pennsylvania Consolidated Statutes is amended to read:
     8  § 4706.  Prohibition on expenditures for emission inspection
     9             program.

    11     (g)  Alternative enhanced emission inspection program.--
    12  Notwithstanding the provisions of subsection (f), the department
    13  shall comply with all of the following requirements:

    15         (3)  The department shall develop and submit to the
    16     Environmental Protection Agency an alternative enhanced


     1     vehicle emission inspection program for approval which meets
     2     the requirements of Federal law and consists of a
     3     decentralized test and repair program or a hybrid program
     4     which combines both decentralized test and repair and test-
     5     only components. The decentralized test program may contain
     6     an additional component which will test and repair only those
     7     components necessary to achieve compliance with Federal clean
     8     air standards. As part of this decentralized test program,
     9     the department shall utilize the newest and most efficient
    10     technologies, including, but not limited to, remote roadside
    11     testing, identification and targeting of gross polluting
    12     vehicles and alternative equipment to existing inspection
    13     technology. The department may incorporate pilot programs and
    14     demonstration projects which achieve and enhance vehicle
    15     emissions reductions. The provisions of this paragraph shall
    16     not be implemented before October 1, 1998.
