           BELARDI, GRUITZA, SANTONI, HALUSKA, TRAVAGLIO, FLICK,
           CORRIGAN, CASORIO, STABACK, THOMAS, VEON, STEELMAN, PRESTON,
           TRELLO, MELIO, LAUGHLIN, COLAFELLA, MIHALICH, BOSCOLA AND
           RAMOS, MARCH 12, 1997

        REFERRED TO COMMITTEE ON STATE GOVERNMENT, MARCH 12, 1997

                                     AN ACT

     1  Providing for nonbinding Statewide referenda to determine the
     2     will of the electorate related to riverboat and other gaming
     3     devices and activities.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Referenda.
     7     (a)  Secretary of Commonwealth duties.--The Secretary of the
     8  Commonwealth shall cause to be placed on the ballot, at the
     9  primary election occurring at least 30 days next following the
    10  effective date of this act, nonbinding referenda to determine
    11  the will of the electorate of this Commonwealth with respect to
    12  riverboat gaming; gaming devices at racetracks; and video gaming
    13  at establishments licensed by the Pennsylvania Liquor Control
    14  Board.
    15     (b)  Questions.--The referenda questions shall be three
    16  separate questions and shall be in substantially the following
    17  forms:

     1         (1)  Do you favor the passage of legislation by the
     2         General Assembly to permit riverboat gaming in
     3         Pennsylvania?
     4         (2)  Do you favor the passage of legislation by the
     5         General Assembly to permit gaming devices at horse
     6         racetracks?
     7         (3)  Do you favor the passage of legislation by the
     8         General Assembly to permit video gaming devices at
     9         establishments licensed by the Pennsylvania Liquor
    10         Control Board?
    11     (c)  Advertisement.--The referenda shall be advertised and
    12  conducted in accordance with the provisions of the act of June
    13  3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election
    14  Code.
    15  Section 2.  Effective date.
    16     This act shall take effect immediately.
