HOUSE RESOLUTION

                                  A RESOLUTION

     1  Directing the Legislative Budget and Finance Committee to
     2     conduct a study of the fiscal impact of the Pennsylvania
     3     Voter Registration Act.

     4     WHEREAS, The Pennsylvania Voter Registration Act was enacted
     5  to comply with the National Voter Registration Act; and
     6     WHEREAS, Under the Pennsylvania Voter Registration Act,
     7  counties must conduct annual confirmation mailings by first
     8  class mail to all registered electors in the county; and
     9     WHEREAS, The Pennsylvania Voter Registration Act prohibits
    10  the removal of voters from election lists for nonvoting alone;
    11  and
    12     WHEREAS, The Pennsylvania Voter Registration Act has
    13  increased the number of registered voters in each county by
    14  making registrations available with driver's license
    15  applications and through various government agencies; therefore
    16  be it
    17     RESOLVED, That the Legislative Budget and Finance Committee
    18  conduct a study of the fiscal impact the Pennsylvania Voter

     1  Registration Act has had on the 67 counties of this Commonwealth
     2  and report its findings to the General Assembly by April 1,
     3  1997; and be it further
     4     RESOLVED, That the study include, but not be limited to, the
     5  costs of annual confirmation mailings and the costs of
     6  additional personnel and equipment necessary to comply with the
     7  Pennsylvania Voter Registration Act.
