A RESOLUTION 1 Adopting a temporary rule of the House of Representatives 2 relating solely to amendments to the General Appropriation 3 Bill for the fiscal year 1996-1997, including amendments or 4 supplementals to appropriations of prior fiscal years. 5 RESOLVED, That the House of Representatives adopt a temporary 6 rule to read: 7 TEMPORARY RULE 8 Amendments to 1996-1997 General Appropriation Bill 9 This temporary rule shall apply to all amendments offered to 10 the General Appropriation Bill for the fiscal year beginning 11 July 1, 1996, House Bill 2661, Printer's No. 3631 (1996), 12 including any amendments offered to or for supplemental 13 appropriations to prior fiscal years contained within the 14 General Appropriation Bill. 15 Any amendment offered on the floor of the House to the bill 16 that proposes to increase spending of State dollars for the 17 Commonwealth's 1996-1997 fiscal year or prior fiscal years above 18 the levels contained in the bill as reported from the Committee
1 on Appropriations plus an aggregate of $60,000,000 shall not be 2 in order and may not be considered unless the same amendment 3 contains sufficient reductions in line items of the bill so that 4 the amendment offered does not result in a net increase in the 5 total proposed spending contained within the bill plus an 6 aggregate of $60,000,000. 7 In order to be considered, an amendment must be submitted to 8 the Office of the Chief Clerk by 2:00 p.m. on June 7, 1996. The 9 Committee on Appropriations, for special and proper reason and 10 by majority vote, may waive this deadline. Rule 21 of the Rules 11 of the House of Representatives, insofar as it applies to the 12 filing deadline for amendments, shall not apply to this 13 temporary rule. 14 If the amendment cannot be submitted in accordance with the 15 provision in the previous paragraph because it is still being 16 prepared by the Legislative Reference Bureau, the Member must, 17 by 2:00 p.m. on June 7, 1996, provide the Office of the Chief 18 Clerk with a statement, prepared by the Member containing the 19 factual content and exact amounts of increases and decreases in 20 line items which will be proposed in the amendment, along with 21 certification from the Legislative Reference Bureau that the 22 amendment was submitted to the Legislative Reference Bureau 23 prior to 2:00 p.m. on June 7, 1996. 24 This temporary rule may be temporarily suspended only by two- 25 thirds vote of the Members elected to the House by a roll call 26 vote. Rule 77 of the Rules of the House of Representatives, 27 insofar as it applies to the temporary suspension of the Rules 28 of the House, shall not apply to this temporary rule.
