A RESOLUTION 1 Urging the President and the Secretary of Defense to expedite 2 the transfer of ground-communications-electronics operations 3 from McClellan Air Force Base to Tobyhanna Army Depot 4 pursuant to the 1995 Defense Base Closure and Realignment 5 Commission recommendation. 6 WHEREAS, The 1995 Defense Base Closure and Realignment 7 Commission undertook the difficult and arduous task of assessing 8 the Department of Defense's domestic base structure; and 9 WHEREAS, The commission thoroughly reviewed data and input 10 from all interested parties, including the Department of 11 Defense, which recommended Tobyhanna Army Depot for increased 12 mission responsibility; and 13 WHEREAS, In its final deliberations, the Defense Base Closure 14 and Realignment Commission concurred with the efficiency and 15 productivity analyses of the Tobyhanna Army Depot work force; 16 and 17 WHEREAS, In recommending that the McClellan Air Force Base, 18 Sacramento, California, should be closed, the commission
1 directed that its ground-communications-electronics workload 2 transfer to Tobyhanna Army Depot; and 3 WHEREAS, At the recommendation of the Secretary of Defense, 4 the President of the United States of America accepted these 5 decisions; and 6 WHEREAS, It is apparent that leaders in the state of 7 California seek to delay or prevent the movement of the ground- 8 communications-electronics workload to Tobyhanna; and 9 WHEREAS, The Commonwealth of Pennsylvania has been severely 10 impacted by the Department of Defense base closure process in 11 each round from 1988 to 1995 and has not sought special 12 protection from these impacts; and 13 WHEREAS, These efforts by the elected officials of California 14 will violate the intention of the 1995 Defense Base Closure and 15 Realignment Commission, negate annual savings of $160 million 16 and impact the readiness of the nation's armed forces; therefore 17 be it 18 RESOLVED, That the House of Representatives of Pennsylvania 19 call upon the President of the United States of America and the 20 Secretary of Defense to expedite the implementation of the 21 transfer of the ground-communications-electronics workload from 22 McClellan Air Force Base to Tobyhanna Army Depot, beginning on 23 July 13, 1997, and further urge that this transition be 24 completed as quickly as possible so that the savings intended by 25 the base closure process are realized and that the readiness of 26 the armed forces are maintained at the highest possible level.
