        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JANUARY 31, 1996

                                  A RESOLUTION

     1  Designating the week of February 11 through 17, 1996, as "Child
     2     Passenger Safety Awareness Week."

     3     WHEREAS, February 11 through 17, 1996, has been declared
     4  "Child Passenger Safety Awareness Week"; and
     5     WHEREAS, More children in the United States are killed and
     6  crippled in car crashes than from any other cause of injury; and
     7     WHEREAS, Research on the effectiveness of child safety seats
     8  has found them to reduce fatal injury by 69% for infants less
     9  than one year of age and by 47% for toddlers one to four years
    10  of age; and
    11     WHEREAS, Among children less than five years of age, an
    12  estimated 308 lives were saved in 1994 by child restraint use.
    13  Of these 308 lives saved, 250 were associated with the use of


     1  child safety seats and 58 with the use of adult safety belts;
     2  and
     3     WHEREAS, If child safety seats were used by all children less
     4  than five years of age, an estimated 532 lives would be saved
     5  each year; and
     6     WHEREAS, All 50 states, the District of Columbia, Puerto Rico
     7  and the United States Territories have enacted laws requiring
     8  the use of child passenger protection systems; and
     9     WHEREAS, Many child passenger safety seats are misused in
    10  some way and correct placement and harnessing is critical to
    11  ensure adequate protection; and
    12     WHEREAS, Death and injury may be significantly reduced
    13  through greater public awareness, information, education and
    14  enforcement of child passenger safety seat laws; therefore be it
    15     RESOLVED, That the House of Representatives, in recognition
    16  of every child's right to adequate protection when being
    17  transported in a motor vehicle, proclaim the week of February 11
    18  through 17, 1996, as "Child Passenger Safety Awareness Week."
