HOUSE RESOLUTION

        REFERRED TO COMMITTEE ON RULES, JUNE 20, 1995

                                  A RESOLUTION

     1  Directing a select committee of the House of Representatives to
     2     review issues related to the Commonwealth's institutions of
     3     higher education.

     4     WHEREAS, The Commonwealth annually appropriates substantial
     5  amounts of taxpayer funds to support higher education
     6  institutions; and
     7     WHEREAS, Maintaining high quality institutions of higher
     8  education is of critical importance for the future of this
     9  Commonwealth; and
    10     WHEREAS, It is in the interest of this Commonwealth to have
    11  public policies that enhance the quality of these institutions
    12  and their ability to meet the needs of this Commonwealth; and
    13     WHEREAS, It would be in the best interests of the citizens of
    14  this Commonwealth to have a better understanding of the range
    15  and scope of activities entered into by these institutions of
    16  higher education; therefore be it
    17     RESOLVED, That the Speaker of the House of Representatives
    18  appoint a select committee of five members, three members to be


     1  recommended by the Majority Leader and two by the Minority
     2  Leader; and be it further
     3     RESOLVED, That the select committee of the House of
     4  Representatives be hereby directed to conduct public hearings to
     5  examine the following issues related to higher education in this
     6  Commonwealth:
     7         (1)  Faculty activities including teaching loads,
     8     research, public service and institutional service.
     9         (2)  Tuition and fee discounts for faculty, employees and
    10     their dependents.
    11         (3)  Honoraria for faculty and administrative employees.
    12         (4)  Compensation policies for representatives of
    13     employee organizations.
    14         (5)  Employee sabbaticals.
    15         (6)  Professional staff travel expenses;
    16  and be it further
    17     RESOLVED, That the select committee shall conduct public
    18  hearings and make a report of its findings and recommendations
    19  to the full House of Representatives no later than February 1,
    20  1996.
