        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 1, 1995

                                  A RESOLUTION

     1  Recognizing the efforts of the Coalition of Pennsylvania Crime
     2     Victims Organizations; and designating the week of April 23
     3     through 29, 1995, as "Crime Victims Rights Week" in
     4     Pennsylvania.

     5     WHEREAS, All Pennsylvanians, regardless of gender, race, age
     6  or economic status, may be victims of violent crimes during
     7  their lives; and
     8     WHEREAS, Victims of sexual violence, domestic violence and
     9  other violent crimes should have full access to services and
    10  programs which provide short-term and long-term assistance for
    11  victimization recovery; and
    12     WHEREAS, The annual observance of "National Crime Victims
    13  Rights Week" will occur from April 23 through 29, 1995, when


     1  crime victims, their advocates and organizations which serve
     2  them will join together in this Commonwealth to educate citizens
     3  about crime and victimization and encourage their support to
     4  improve victims' rights and services; and
     5     WHEREAS, The Coalition of Pennsylvania Crime Victims
     6  Organizations (COPCVO) has worked tirelessly to organize an
     7  association of individuals interested in balancing the rights of
     8  victims and offenders in this Commonwealth; and
     9     WHEREAS, COPCVO's annual rally, scheduled for April 24, 1995,
    10  in Harrisburg will be the third Statewide event held in this
    11  Commonwealth to draw attention to the victim's role in the
    12  justice system and the community's responsibility to respond to
    13  victims in the aftermath of crime; and
    14     WHEREAS, The theme for the event, "Victims Rights: Planting
    15  Seeds, Harvesting Justice," is especially fitting as the General
    16  Assembly and citizens across this Commonwealth focus on the
    17  incessant violence that degrades our communities; therefore be
    18  it
    19     RESOLVED, That the House of Representatives recognize and
    20  express its appreciation to the Coalition of Pennsylvania Crime
    21  Victims Organizations for the coalition's increasing endeavors
    22  to assist victims of crime; and be it further
    23     RESOLVED, That the House of Representatives designate the
    24  week of April 23 through 29, 1995, as "Crime Victims Rights
    25  Week" in Pennsylvania.
