        AS REPORTED FROM COMMITTEE ON LABOR RELATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MAY 25, 1993

                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled     <--
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," establishing the Governor's
    21     Office of Citizen Service (PennSERVE) within the Department
    22     of Labor and Industry; creating the Community Service
    23     Advisory Board; and providing for coordination of
    24     Commonwealth community service programs.
    25  ESTABLISHING THE GOVERNOR'S OFFICE OF CITIZEN SERVICE             <--
    26     (PENNSERVE) WITHIN THE DEPARTMENT OF LABOR AND INDUSTRY;
    27     CREATING THE COMMUNITY SERVICE ADVISORY BOARD; AND PROVIDING
    28     FOR COORDINATION OF COMMONWEALTH COMMUNITY SERVICE PROGRAMS.

    29     The General Assembly of the Commonwealth of Pennsylvania


     1  hereby enacts as follows:
     2     Section 1.  The act of April 9, 1929 (P.L.177, No.175), known  <--
     3  as The Administrative Code of 1929, is amended by adding an
     4  article to read:
     5                           ARTICLE XXII-B
     6                    COORDINATION OF COMMONWEALTH
     7                     COMMUNITY SERVICE PROGRAMS
     8     Section 2201-B.  Definitions.--The following words and
     9  phrases when used in this article shall have the meanings given
    10  to them in this section unless the context clearly indicates
    11  otherwise:
    12     "Board" means the Community Service Advisory Board.
    13     "Community-based agency" means a private, nonprofit
    14  organization that is representative of a community or a
    15  significant segment of a community that is engaged in meeting
    16  human, educational or environmental community needs.
    17     "Community service" means performance of tasks designated to
    18  accomplish any of the following:
    19     (1)  Environmental preservation, enhancement and remediation.
    20     (2)  Promotion of the well-being of children, the elderly,
    21  persons with physical or developmental disabilities and persons
    22  with low incomes.
    23     (3)  Educational development, including, but not limited to,
    24  literacy training, adult basic education courses and instruction
    25  in job search skills and job application skills.
    26     (4)  Improvement activities on public lands or facilities.
    27     (5)  Projects or activities calculated to improve public
    28  health, safety and welfare developed by the board.
    29     (6)  Educational activities, through a Pennsylvania education
    30  system or a community or governmental entity, that instill an

     1  ethic of civic responsibility and citizenship in all
     2  Pennsylvanians and in particular young Pennsylvanians.
     3     "Department" means the Department of Labor and Industry of
     4  the Commonwealth.
     5     "Office" means the Governor's Office of Citizen Service
     6  (PennServe) within the Department of Labor and Industry.
     7     Section 2202-B.  Governor's Office of Citizen Service
     8  (PennServe) Established.--(a)  There is hereby established
     9  within the department the Governor's Office of Citizen Service
    10  (PennServe).
    11     (b)  The department shall provide staff, space, equipment and
    12  supplies for the office to discharge its duties.
    13     Section 2203-B.  Responsibilities of Office.--(a)  The
    14  predominant, but not the sole responsibility of the office shall
    15  be to coordinate the development and implementation of community
    16  service programs within this Commonwealth.
    17     (b)  PennSERVE is established to make community service the
    18  common expectation and experience of all Pennsylvanians with a
    19  special concentration on Pennsylvania's young people.
    20     (c)  PennSERVE shall work to renew the ethic of civic
    21  responsibility in Pennsylvania and to involve and enroll young
    22  people in service opportunities that will benefit Pennsylvania
    23  while offering our young people literacy skills and improved job
    24  skills. PennSERVE shall build on the existing organizational
    25  framework of State, local, and community-based programs and
    26  agencies to expand full-time and part-time service opportunities
    27  for all citizens, but particularly youth.
    28     (d)  All Commonwealth departments, agencies, boards,
    29  commissions and instrumentalities shall share information and
    30  cooperate with the office to enable it to perform the functions

     1  assigned to it in this article.
     2     Section 2204-B.  Commonwealth Departments and Agencies.--The
     3  office shall have the following powers and duties:
     4     (1)  (i)  To develop jointly with the Department of Education
     5  and the Pennsylvania Higher Education Assistance Agency a plan
     6  under which at least ten per centum (10%) of the funds available
     7  under Title IV of the Higher Education Act of 1965 (Public Law
     8  89-329, 79 Stat. 1219), may be used to permit students to
     9  perform community service. The office shall assist the
    10  Department of Education and the Pennsylvania Higher Education
    11  Assistance Agency in preparing a public information program for
    12  students receiving the funds to apprise them of the community
    13  service option.
    14     (ii)  To develop jointly with the Department of Education and
    15  the Pennsylvania Higher Education Assistance Agency a plan to
    16  encourage college and university students to participate in
    17  thirty (30) hours of community service each year. The plan shall
    18  include tuition reimbursement or academic course credit or
    19  tuition reimbursement and academic course credit for students
    20  who perform community service.
    21     (2)  To cooperate with the Department of Community Affairs to
    22  produce the following:
    23     (i)  A plan to advise local governments of the procedure for
    24  establishing community service programs. The plan shall include
    25  creation of a data base that will enable local governments to
    26  share information with educational institutions, community-based
    27  agencies and other entities and individuals concerned with
    28  community service and the private sector on a regional basis.
    29     (ii)  An informational brochure or pamphlet for local
    30  governments that describes community-based agencies and explains

     1  the desirability of having participants in community service and
     2  recipients of community service serve on the governing board of
     3  community-based agencies.
     4     (iii)  A proposal, including a fee schedule, that would
     5  permit participants in community service programs and
     6  participants in the corps program under the act of July 2, 1984
     7  (P.L.561, No.112), known as the "Pennsylvania Conservation Corps
     8  Act," to perform services for State or local governments and
     9  community-based agencies and to receive compensation for their
    10  services.
    11     (3)  To work jointly with the Department of Corrections and
    12  the State Board of Education to formulate and implement a
    13  project to encourage children adjudicated delinquent for
    14  commission of nonviolent offenses to perform community service
    15  for local governments and school districts. The project shall
    16  include an evaluative and reflective component.
    17     (4)  To cooperate with the Department of Education to
    18  implement the policy of the State Board of Education that all
    19  secondary, college and university students be encouraged to
    20  become involved in community service.
    21     (5)  (i)  To work with other bureaus and offices of the
    22  department to attempt to obtain increased Federal funding for
    23  the Pennsylvania Conservation Corps and Summer Youth Corps
    24  programs.
    25     (ii)  To meet and consult with other bureaus and offices of
    26  the department to enhance the quality and efficiency of job
    27  training programs.
    28     (6)  To assist the Department of Environmental Resources in
    29  incorporating the goals of protecting the environment, promoting
    30  recreational facilities and restoring public parks into the

     1  mission of the Pennsylvania Conservation Corps.
     2     (7)  To work with the Department of Aging to produce the
     3  following results:
     4     (i)  Involvement of young people in assisting professional
     5  staff in the delivery of services to older Pennsylvanians in
     6  nursing homes, retirement communities or personal households.
     7     (ii)  Expansion of service opportunities that combine the
     8  human resources of younger Pennsylvanians with the human
     9  resources of older Pennsylvanians to expand inter-generational
    10  programs so as to combine the energy, wisdom, strength and time
    11  of both our younger and older population in order to address
    12  vital social needs.
    13     (8)  To develop with the Department of Health a proposal that
    14  will allow young people to be involved in the health-related
    15  activities, including, but not limited to, the following:
    16     (i)  Educational programs that are aimed at increasing
    17  awareness in communities and educational institutions about
    18  community health problems.
    19     (ii)  Engagement with community health clinics and
    20  professional medical personnel to ensure that all Pennsylvania
    21  children are immunized.
    22     (9)  To work with the Department of Transportation to meet
    23  the transportation and infrastructure needs of Pennsylvania by
    24  ensuring the eligibility of the Pennsylvania Conservation Corps
    25  or local corps to perform contract work that may include, but
    26  need not be limited to, maintenance work, rehabilitation and
    27  repainting of bridge and underpass structures and beautifying
    28  efforts along public roadways.
    29     (10)  To develop and implement with the Department of Public
    30  Welfare a plan for job training programs that will have

     1  community service options which can serve as a transition from
     2  public assistance to sustained employment.
     3     Section 2205-B.  Liaison with Federal Government.--The office
     4  shall serve as the liaison between the Federal Government and
     5  State, county and local governments for submitting grant
     6  proposals, accessing funds, seeking changes in Federal community
     7  service laws and regulations and related purposes.
     8     Section 2206-B.  Annual Report.--The office, through the
     9  Secretary of Labor and Industry, shall submit an annual report
    10  of its activities to the General Assembly.
    11     Section 2207-B.  Community Service Advisory Board.--(a)
    12  There is hereby established within the department the Community
    13  Service Advisory Board which shall include no more than twenty-
    14  five (25) members.
    15     (b)  The board shall include the following members:
    16     (1)  The Secretary of Labor and Industry who shall be the
    17  presiding officer of the board.
    18     (2)  The Secretary of Education.
    19     (3)  The Secretary of Community Affairs.
    20     (4)  The Secretary of Corrections.
    21     (5)  The executive director of the Pennsylvania Higher
    22  Education Assistance Agency.
    23     (6)  A member of the Senate appointed by the Majority Leader.
    24     (7)  A member of the Senate appointed by the Minority Leader.
    25     (8)  A member of the House of Representatives appointed by
    26  the Majority Leader.
    27     (9)  A member of the House of Representatives appointed by
    28  the Minority Leader.
    29     (10)  A representative of the State System of Higher
    30  Education, who is an active member of the Pennsylvania Campus

     1  Compact, appointed by the Governor.
     2     (11)  A representative of a private college or university,
     3  who is an active member of the Pennsylvania Campus Compact,
     4  appointed by the Governor.
     5     (12)  A college or university student who is personally
     6  involved in community service, appointed by the Governor.
     7     (13)  One adult and one minor who are actively involved in
     8  the Pennsylvania Conservation Corps or the Summer Youth Corps,
     9  both appointed by the Governor.
    10     (14)  A public school administrator, appointed by the
    11  Governor.
    12     (15)  A secondary public school student, appointed by the
    13  Governor.
    14     (16)  Two representatives of community-based agencies, both
    15  appointed by the Governor.
    16     (17)  A member of a labor organization, appointed by the
    17  Governor.
    18     (18)  A member representing the business community, appointed
    19  by the Governor.
    20     (19)  A member of the Pennsylvania Service Delivery Area,
    21  appointed by the Governor.
    22     (20)  Other members, at the discretion of and appointed by
    23  the Governor.
    24     (c)  The terms of office of the public members shall coincide
    25  with the terms of their respective elective or appointive
    26  offices. Members appointed by the Governor shall serve for a
    27  term of two years. No member shall serve for more than two
    28  consecutive terms on the board.
    29     (d)  The board shall have the power to adopt rules governing
    30  its organization and its procedure.

     1     (e)  The members of the board shall receive no compensation
     2  for their services on the board, but shall be reimbursed by the
     3  department for ordinary and necessary expenses incurred in the
     4  performance of their duties.
     5     (f)  The board shall consult with and advise the office on
     6  the development of a Statewide plan for expansion of community
     7  service opportunities. The board shall encourage youth to
     8  participate in community service, shall disseminate information
     9  concerning community service and shall monitor the effectiveness
    10  and geographical distribution of community service programs. The
    11  board shall also have the power to develop novel community
    12  service programs.
    13     Section 2.  This act shall take effect in 60 days.
    14  SECTION 1.  SHORT TITLE.                                          <--
    15     THIS ACT SHALL BE KNOWN AND MAY BE CITED AS THE COMMUNITY
    16  SERVICE PROGRAM LAW.
    17  SECTION 2.  DEFINITIONS.
    18     THE FOLLOWING WORDS AND PHRASES WHEN USED IN THIS ACT SHALL
    19  HAVE THE MEANINGS GIVEN TO THEM IN THIS SECTION UNLESS THE
    20  CONTEXT CLEARLY INDICATES OTHERWISE:
    21     "BOARD."  THE COMMUNITY SERVICE ADVISORY BOARD.
    22     "COMMUNITY-BASED AGENCY."  A PRIVATE, NONPROFIT ORGANIZATION
    23  THAT IS REPRESENTATIVE OF A COMMUNITY OR A SIGNIFICANT SEGMENT
    24  OF A COMMUNITY THAT IS ENGAGED IN MEETING HUMAN, EDUCATIONAL OR
    25  ENVIRONMENTAL COMMUNITY NEEDS.
    26     "COMMUNITY SERVICE."  THE PERFORMANCE OF TASKS DESIGNATED TO
    27  ACCOMPLISH ANY OF THE FOLLOWING:
    28         (1)  ENVIRONMENTAL PRESERVATION, ENHANCEMENT AND
    29     REMEDIATION.
    30         (2)  PROMOTION OF THE WELL-BEING OF CHILDREN, THE

     1     ELDERLY, PERSONS WITH PHYSICAL OR DEVELOPMENTAL DISABILITIES
     2     AND PERSONS WITH LOW INCOMES.
     3         (3)  EDUCATIONAL DEVELOPMENT, INCLUDING, BUT NOT LIMITED
     4     TO, LITERACY TRAINING, ADULT BASIC EDUCATION COURSES AND
     5     INSTRUCTION IN JOB SEARCH SKILLS AND JOB APPLICATION SKILLS.
     6         (4)  IMPROVEMENT ACTIVITIES ON PUBLIC LANDS OR
     7     FACILITIES.
     8         (5)  PROJECTS OR ACTIVITIES CALCULATED TO IMPROVE PUBLIC
     9     HEALTH, SAFETY AND WELFARE DEVELOPED BY THE COMMUNITY SERVICE
    10     ADVISORY BOARD.
    11         (6)  EDUCATIONAL ACTIVITIES, THROUGH A PENNSYLVANIA
    12     EDUCATION SYSTEM OR A COMMUNITY OR GOVERNMENTAL ENTITY, THAT
    13     INSTILL AN ETHIC OF CIVIC RESPONSIBILITY AND CITIZENSHIP IN
    14     ALL PENNSYLVANIANS AND IN PARTICULAR YOUNG PENNSYLVANIANS.
    15     "DEPARTMENT."  THE DEPARTMENT OF LABOR AND INDUSTRY OF THE
    16  COMMONWEALTH.
    17     "OFFICE."  THE GOVERNOR'S OFFICE OF CITIZEN SERVICE
    18  (PENNSERVE) WITHIN THE DEPARTMENT OF LABOR AND INDUSTRY.
    19  SECTION 3.  GOVERNOR'S OFFICE OF CITIZEN SERVICE (PENNSERVE)
    20                 ESTABLISHED.
    21     (A)  ESTABLISHMENT.--THERE IS HEREBY ESTABLISHED WITHIN THE
    22  DEPARTMENT THE GOVERNOR'S OFFICE OF CITIZEN SERVICE (PENNSERVE).
    23     (B)  STAFF, EQUIPMENT, ETC.--THE DEPARTMENT SHALL PROVIDE
    24  STAFF, SPACE, EQUIPMENT AND SUPPLIES FOR THE OFFICE TO DISCHARGE
    25  ITS DUTIES.
    26  SECTION 4.  RESPONSIBILITIES OF OFFICE.
    27     (A)  GENERAL RULE.--THE PREDOMINANT, BUT NOT THE SOLE
    28  RESPONSIBILITY OF THE OFFICE SHALL BE TO COORDINATE THE
    29  DEVELOPMENT AND IMPLEMENTATION OF COMMUNITY SERVICE PROGRAMS
    30  WITHIN THIS COMMONWEALTH.

     1     (B)  COMMUNITY SERVICE.--PENNSERVE IS ESTABLISHED TO MAKE
     2  COMMUNITY SERVICE THE COMMON EXPECTATION AND EXPERIENCE OF ALL
     3  PENNSYLVANIANS WITH A SPECIAL CONCENTRATION ON PENNSYLVANIA'S
     4  YOUNG PEOPLE.
     5     (C)  SERVICE OPPORTUNITIES.--PENNSERVE SHALL WORK TO RENEW
     6  THE ETHIC OF CIVIC RESPONSIBILITY IN PENNSYLVANIA AND TO INVOLVE
     7  AND ENROLL YOUNG PEOPLE IN SERVICE OPPORTUNITIES THAT WILL
     8  BENEFIT PENNSYLVANIA WHILE OFFERING OUR YOUNG PEOPLE LITERACY
     9  SKILLS AND IMPROVED JOB SKILLS. PENNSERVE SHALL BUILD ON THE
    10  EXISTING ORGANIZATIONAL FRAMEWORK OF STATE, LOCAL, AND
    11  COMMUNITY-BASED PROGRAMS AND AGENCIES TO EXPAND FULL-TIME AND
    12  PART-TIME SERVICE OPPORTUNITIES FOR ALL CITIZENS, BUT
    13  PARTICULARLY YOUTH.
    14     (D)  COOPERATION REQUIRED.--ALL COMMONWEALTH DEPARTMENTS,
    15  AGENCIES, BOARDS, COMMISSIONS AND INSTRUMENTALITIES SHALL SHARE
    16  INFORMATION AND COOPERATE WITH THE OFFICE TO ENABLE IT TO
    17  PERFORM THE FUNCTIONS ASSIGNED TO IT IN THIS ACT.
    18  SECTION 5.  COMMONWEALTH DEPARTMENTS AND AGENCIES.
    19     THE OFFICE SHALL HAVE THE FOLLOWING POWERS AND DUTIES:
    20         (1)  (I)  TO DEVELOP JOINTLY WITH THE DEPARTMENT OF
    21         EDUCATION AND THE PENNSYLVANIA HIGHER EDUCATION
    22         ASSISTANCE AGENCY A PLAN UNDER WHICH AT LEAST 10% OF THE
    23         FUNDS AVAILABLE UNDER TITLE IV OF THE HIGHER EDUCATION
    24         ACT OF 1965 (PUBLIC LAW 89-329, 79 STAT. 1219), MAY BE
    25         USED TO PERMIT STUDENTS TO PERFORM COMMUNITY SERVICE. THE
    26         OFFICE SHALL ASSIST THE DEPARTMENT OF EDUCATION AND THE
    27         PENNSYLVANIA HIGHER EDUCATION ASSISTANCE AGENCY IN
    28         PREPARING A PUBLIC INFORMATION PROGRAM FOR STUDENTS
    29         RECEIVING THE FUNDS TO APPRISE THEM OF THE COMMUNITY
    30         SERVICE OPTION.

     1             (II)  TO DEVELOP JOINTLY WITH THE DEPARTMENT OF
     2         EDUCATION AND THE PENNSYLVANIA HIGHER EDUCATION
     3         ASSISTANCE AGENCY A PLAN TO ENCOURAGE COLLEGE AND
     4         UNIVERSITY STUDENTS TO PARTICIPATE IN 30 HOURS OF
     5         COMMUNITY SERVICE EACH YEAR. THE PLAN SHALL INCLUDE
     6         TUITION REIMBURSEMENT OR ACADEMIC COURSE CREDIT OR
     7         TUITION REIMBURSEMENT AND ACADEMIC COURSE CREDIT FOR
     8         STUDENTS WHO PERFORM COMMUNITY SERVICE.
     9         (2)  TO COOPERATE WITH THE DEPARTMENT OF COMMUNITY
    10     AFFAIRS TO PRODUCE THE FOLLOWING:
    11             (I)  A PLAN TO ADVISE LOCAL GOVERNMENTS OF THE
    12         PROCEDURE FOR ESTABLISHING COMMUNITY SERVICE PROGRAMS.
    13         THE PLAN SHALL INCLUDE CREATION OF A DATA BASE THAT WILL
    14         ENABLE LOCAL GOVERNMENTS TO SHARE INFORMATION WITH
    15         EDUCATIONAL INSTITUTIONS, COMMUNITY-BASED AGENCIES AND
    16         OTHER ENTITIES AND INDIVIDUALS CONCERNED WITH COMMUNITY
    17         SERVICE AND THE PRIVATE SECTOR ON A REGIONAL BASIS.
    18             (II)  AN INFORMATIONAL BROCHURE OR PAMPHLET FOR LOCAL
    19         GOVERNMENTS THAT DESCRIBES COMMUNITY-BASED AGENCIES AND
    20         EXPLAINS THE DESIRABILITY OF HAVING PARTICIPANTS IN
    21         COMMUNITY SERVICE AND RECIPIENTS OF COMMUNITY SERVICE
    22         SERVE ON THE GOVERNING BOARD OF COMMUNITY-BASED AGENCIES.
    23             (III)  A PROPOSAL, INCLUDING A FEE SCHEDULE, THAT
    24         WOULD PERMIT PARTICIPANTS IN COMMUNITY SERVICE PROGRAMS
    25         AND PARTICIPANTS IN THE CORPS PROGRAM UNDER THE ACT OF
    26         JULY 2, 1984 (P.L.561, NO.112), KNOWN AS THE PENNSYLVANIA
    27         CONSERVATION CORPS ACT, TO PERFORM SERVICES FOR STATE OR
    28         LOCAL GOVERNMENTS AND COMMUNITY-BASED AGENCIES AND TO
    29         RECEIVE COMPENSATION FOR THEIR SERVICES.
    30         (3)  TO WORK JOINTLY WITH THE DEPARTMENT OF CORRECTIONS

     1     AND THE STATE BOARD OF EDUCATION TO FORMULATE AND IMPLEMENT A
     2     PROJECT TO ENCOURAGE CHILDREN ADJUDICATED DELINQUENT FOR
     3     COMMISSION OF NONVIOLENT OFFENSES TO PERFORM COMMUNITY
     4     SERVICE FOR LOCAL GOVERNMENTS AND SCHOOL DISTRICTS. THE
     5     PROJECT SHALL INCLUDE AN EVALUATIVE AND REFLECTIVE COMPONENT.
     6         (4)  TO COOPERATE WITH THE DEPARTMENT OF EDUCATION TO
     7     IMPLEMENT THE POLICY OF THE STATE BOARD OF EDUCATION THAT ALL
     8     SECONDARY, COLLEGE AND UNIVERSITY STUDENTS BE ENCOURAGED TO
     9     BECOME INVOLVED IN COMMUNITY SERVICE.
    10         (5)  (I)  TO WORK WITH OTHER BUREAUS AND OFFICES OF THE
    11         DEPARTMENT TO ATTEMPT TO OBTAIN INCREASED FEDERAL FUNDING
    12         FOR THE PENNSYLVANIA CONSERVATION CORPS AND SUMMER YOUTH
    13         CORPS PROGRAMS.
    14             (II)  TO MEET AND CONSULT WITH OTHER BUREAUS AND
    15         OFFICES OF THE DEPARTMENT TO ENHANCE THE QUALITY AND
    16         EFFICIENCY OF JOB TRAINING PROGRAMS.

     4     THAT WILL ALLOW YOUNG PEOPLE TO BE INVOLVED IN THE HEALTH-
     5     RELATED ACTIVITIES, INCLUDING, BUT NOT LIMITED TO, THE
     6     FOLLOWING:
     7             (I)  EDUCATIONAL PROGRAMS THAT ARE AIMED AT
     8         INCREASING AWARENESS IN COMMUNITIES AND EDUCATIONAL
     9         INSTITUTIONS ABOUT COMMUNITY HEALTH PROBLEMS.
    10             (II)  ENGAGEMENT WITH COMMUNITY HEALTH CLINICS AND
    11         PROFESSIONAL MEDICAL PERSONNEL TO ENSURE THAT ALL
    12         PENNSYLVANIA CHILDREN ARE IMMUNIZED.
    13         (9)  TO WORK WITH THE DEPARTMENT OF TRANSPORTATION TO
    14     MEET THE TRANSPORTATION AND INFRASTRUCTURE NEEDS OF
    15     PENNSYLVANIA BY ENSURING THE ELIGIBILITY OF THE PENNSYLVANIA
    16     CONSERVATION CORPS OR LOCAL CORPS TO PERFORM CONTRACT WORK
    17     THAT MAY INCLUDE, BUT NEED NOT BE LIMITED TO, MAINTENANCE
    18     WORK, REHABILITATION AND REPAINTING OF BRIDGE AND UNDERPASS
    19     STRUCTURES AND BEAUTIFYING EFFORTS ALONG PUBLIC ROADWAYS.
    20         (10)  TO DEVELOP AND IMPLEMENT WITH THE DEPARTMENT OF
    21     PUBLIC WELFARE A PLAN FOR JOB TRAINING PROGRAMS THAT WILL
    22     HAVE COMMUNITY SERVICE OPTIONS WHICH CAN SERVE AS A
    23     TRANSITION FROM PUBLIC ASSISTANCE TO SUSTAINED EMPLOYMENT.
    24  SECTION 6.  LIAISON WITH FEDERAL GOVERNMENT.
    25     THE OFFICE SHALL SERVE AS THE LIAISON BETWEEN THE FEDERAL
    26  GOVERNMENT AND STATE, COUNTY AND LOCAL GOVERNMENTS FOR
    27  SUBMITTING GRANT PROPOSALS, ACCESSING FUNDS, SEEKING CHANGES IN
    28  FEDERAL COMMUNITY SERVICE LAWS AND REGULATIONS AND RELATED
    29  PURPOSES.

     5     (A)  ESTABLISHMENT.--THERE IS HEREBY ESTABLISHED WITHIN THE
     6  DEPARTMENT THE COMMUNITY SERVICE ADVISORY BOARD WHICH SHALL
     7  INCLUDE NO MORE THAN 25 MEMBERS.
     8     (B)  MEMBERS.--THE BOARD SHALL INCLUDE THE FOLLOWING MEMBERS:

    19     (C)  APPOINTMENT AND TERMS.--THE TERMS OF OFFICE OF THE
    20  PUBLIC MEMBERS SHALL COINCIDE WITH THE TERMS OF THEIR RESPECTIVE
    21  ELECTIVE OR APPOINTIVE OFFICES. MEMBERS APPOINTED BY THE
    22  GOVERNOR SHALL SERVE FOR A TERM OF TWO YEARS. NO MEMBER SHALL
    23  SERVE FOR MORE THAN TWO CONSECUTIVE TERMS ON THE BOARD.
    24     (D)  RULES.--THE BOARD SHALL HAVE THE POWER TO ADOPT RULES
    25  GOVERNING ITS ORGANIZATION AND ITS PROCEDURE.
    26     (E)  EXPENSES.--THE MEMBERS OF THE BOARD SHALL RECEIVE NO
    27  COMPENSATION FOR THEIR SERVICES ON THE BOARD, BUT SHALL BE
    28  REIMBURSED BY THE DEPARTMENT FOR REASONABLE AND NECESSARY
    29  EXPENSES INCURRED IN THE PERFORMANCE OF THEIR DUTIES.
    30     (F)  STATEWIDE PLAN.--THE BOARD SHALL CONSULT WITH AND ADVISE

     4  INFORMATION CONCERNING COMMUNITY SERVICE AND SHALL MONITOR THE
     5  EFFECTIVENESS AND GEOGRAPHICAL DISTRIBUTION OF COMMUNITY SERVICE
     6  PROGRAMS. THE BOARD SHALL ALSO HAVE THE POWER TO DEVELOP NOVEL
     7  COMMUNITY SERVICE PROGRAMS.
     8  SECTION 9.  EFFECTIVE DATE.
     9     THIS ACT SHALL TAKE EFFECT IN 60 DAYS.
