A RESOLUTION 1 Urging the Federal Environmental Protection Agency to reject the 2 proposed mandate for ethanol and ethyl tertiary butyl ether 3 use in reformulated gasoline. 4 WHEREAS, The Federal Environmental Protection Agency (EPA) 5 has proposed the mandatory use of large volumes of more costly 6 ethanol in new reformulated gasolines due on the market in 1995; 7 and 8 WHEREAS, This proposed mandate is a politically motivated 9 effort that would benefit ethanol manufacturers - especially the 10 Archer Daniels Midland Company - at the expense of United States 11 taxpayers and would increase the cost of gasoline to United 12 States motorists; and 13 WHEREAS, By providing favored treatment for ethanol, the 14 proposed amendment is at odds with the Clean Air Act and 15 violates the reformulated gasoline "reg-neg" agreement signed by 16 EPA, environmental groups, the oil industry, ethanol 17 manufacturers and others; and 18 WHEREAS, EPA concedes that the proposed mandate would not
1 improve air quality and may not reduce greenhouse gas emissions; 2 and 3 WHEREAS, EPA also projects only an insignificant annual 4 reduction in oil imports - less than the amount of oil imported 5 in a single day; and 6 WHEREAS, The proposed mandate would cost the Federal Highway 7 Trust Fund as much as $465 million annually in Federal revenues 8 needed to rebuild the nation's aging bridges and roads and 9 support mass transit systems; and 10 WHEREAS, Higher taxes would be required to offset the loss of 11 these vitally needed transportation revenues; therefore be it 12 RESOLVED, That the House of Representatives urge the Federal 13 Environmental Protection Agency to reject the proposed mandate 14 for ethanol and ethyl tertiary butyl ether use in reformulated 15 gasoline; and be it further 16 RESOLVED, That copies of this resolution be transmitted to 17 Carol Browner, Administrator of the Federal Environmental 18 Protection Agency, and to each member of Congress from 19 Pennsylvania.
