        REFERRED TO COMMITTEE ON RULES, MARCH 23, 1994

                                  A RESOLUTION

     1  Congratulating the American Legion on the momentous occasion of
     2     its 75th Anniversary.

     3     WHEREAS, The American Legion is celebrating the 75th
     4  Anniversary of its founding by a group of officers who served in
     5  the American Expeditionary Forces in France during World War I;
     6  and
     7     WHEREAS, Originally proposed by Lieutenant Colonel Theodore
     8  Roosevelt, Jr., for the purpose of boosting troop morale, this
     9  organization of American veterans held its first meeting in
    10  Paris in March 1919 with nearly 1,000 officers and enlisted men
    11  in attendance; and
    12     WHEREAS, Known then as the Paris Caucus, it was renamed The
    13  American Legion and considered each soldier of the American
    14  Expeditionary Forces a member of the legion; and
    15     WHEREAS, The legion held a second organizing caucus in St.

     1  Louis, Missouri, in May 1919; and
     2     WHEREAS, A constitution was completed and headquarters were
     3  set up in New York City, thus beginning its relief, employment
     4  and Americanism programs; and
     5     WHEREAS, Congress granted the legion a national charter in
     6  September, and its first national convention was held in
     7  Minneapolis, Minnesota, at which time officers were elected to
     8  head the organization; therefore be it
     9     RESOLVED, That the House of Representatives congratulate the
    10  American Legion on the momentous occasion of its 75th
    11  Anniversary and commend its outstanding contributions to the
    12  welfare of the nation's armed forces and the communities it
    13  serves.
