HOUSE RESOLUTION

           E. Z. TAYLOR, STEIL, STURLA, ARGALL, CIVERA, SAURMAN,
           CORNELL, WOGAN AND DERMODY, DECEMBER 14, 1993

        REFERRED TO COMMITTEE ON RULES, DECEMBER 14, 1993

                                  A RESOLUTION

     1  Directing the Committee on Aging and Youth to study
     2     modifications in juvenile court procedures to ensure parental
     3     participation in certain school-recommended activities.

     4     WHEREAS, Juvenile crime and other disruptive behaviors pose
     5  particular problems for school personnel who attempt to assist
     6  and educate that juvenile while balancing their obligations to
     7  ensure the safety and educational opportunities of other
     8  students; and
     9     WHEREAS, Many experts have found that parental participation
    10  in the formal education of children has a positive impact on
    11  juvenile development; and
    12     WHEREAS, School personnel have no effective means of securing
    13  that participation from a reluctant parent; and
    14     WHEREAS, School authorities should be authorized to initiate
    15  proceedings in the juvenile court against a parent upon
    16  documentation of repeated parental failure or refusal to
    17  participate with in-school recommendations designed to resolve


     1  student behavioral problems involving weapons, alcohol, drugs
     2  and physical injuries to others; therefore be it
     3     RESOLVED, That the House of Representatives direct the
     4  Committee on Aging and Youth to study the following:
     5         (1)  Whether the jurisdiction of the juvenile courts must
     6     be amended to bring parents of disruptive students within the
     7     purview of the courts.
     8         (2)  Whether a new classification of juveniles subject to
     9     the jurisdiction of the juvenile courts should be added for
    10     nondelinquent students who are not abused, neglected or in
    11     need of supervision but who may, in the eyes of school
    12     personnel, be in need of court intervention to ensure
    13     parental participation in school-recommended programs.
    14         (3)  What dispositional alternatives should be made
    15     available to the courts to ensure the active participation of
    16     those parents.
    17         (4)  Such other related matters as seem appropriate to
    18     the Committee on Aging and Youth;
    19  and be it further
    20     RESOLVED, That the Committee on Aging and Youth make a report
    21  of its findings and recommendations to the House of
    22  Representatives not later than December 31, 1993.
