           JAROLIN, FAIRCHILD, VEON, TIGUE, DERMODY, DeLUCA, HENNESSEY,
           STABACK, DRUCE, SCRIMENTI, RAYMOND, COY, TRELLO, FREEMAN AND
           FAJT, NOVEMBER 24, 1993

        AS REPORTED FROM COMMITTEE ON RULES, HOUSE OF REPRESENTATIVES,
           AS AMENDED, MARCH 23, 1994

                                  A RESOLUTION

     1  Directing the Consumer Affairs Committee of the House of
     2     Representatives to consider cable television regulation.

     3     WHEREAS, Congress passed the Cable Television Consumer
     4  Protection and Competition Act of 1992 (Public Law 102-385, 47
     5  U.S.C. § 325 et seq.), which provided for the regulation of
     6  cable television service; and
     7     WHEREAS, The effects of the Cable Television Consumer
     8  Protection and Competition Act of 1992 are being experienced
     9  presently by the citizens of this Commonwealth; and
    10     WHEREAS, It is in the public interest of the citizens of this
    11  Commonwealth to maintain and promote the availability of
    12  affordable and quality cable television service; and
    13     WHEREAS, Cable television service has become an essential      <--
    14  IMPORTANT source of timely and vital emergency information,       <--
    15  including information on weather and civil defense, upon which
    16  many citizens of this Commonwealth rely; and


     1     WHEREAS, It is in the public interest of the citizens of this
     2  Commonwealth to FOR THE CONSUMER AFFAIRS COMMITTEE TO RECOMMEND   <--
     3  TO THE HOUSE OF REPRESENTATIVES WHETHER THE GENERAL ASSEMBLY
     4  SHOULD require the regulation of rates and the establishment of
     5  customer service and service quality standards for cable
     6  television service; therefore be it
     7     RESOLVED, That the House of Representatives direct the
     8  Consumer Affairs Committee of the House of Representatives to
     9  conduct hearings on, obtain testimony about and examine the
    10  issue of introducing legislation that would provide for the
    11  regulation of rates, billing practices and service standards of
    12  cable television service offered in this Commonwealth.
