REFERRED TO COMMITTEE ON RULES, JUNE 16, 1993

                                  A RESOLUTION

1 Memorializing Congress to take whatever steps necessary to save
2 the garment industry from foreign competition.

3 WHEREAS, The House of Representatives is becoming
4 increasingly concerned that the garment industry in the United
5 States and, especially in Pennsylvania, is being completely
6 eliminated as the result of increases in foreign imports; and
7 WHEREAS, Since 1980 over 80,000 highly skilled jobs have been
8 lost and numerous factories closed in this Commonwealth as a
9 result of the foreign intrusion; and
10 WHEREAS, Many of the individuals who have lost their jobs, or
11 face the potential loss of them, have little or no hope of ever
12 securing future employment due to their age and the necessity of
13 retraining in the event another industry comes along; and
14 WHEREAS, Many of the small companies which have been forced
15 to close their doors due to foreign competition would be willing

1 to start up again if they honestly felt they were playing on a
     2 level field; and
3 WHEREAS, It is imperative that something must be done to
4 retain this industry in the United States. This country has the
5 most highly qualified workers, the best equipment, and yet for
6 one reason or another this industry is being replaced by cheap
7 labor and shoddy workmanship from foreign shores; therefore be
     8 it
9 RESOLVED, That the House of Representatives memorialize the
10 Congress of the United States to take whatever steps necessary
11 to ensure that the devastation of this industry, along with its
12 overwhelming job losses, does not continue; and be it further
13 RESOLVED, That copies of this resolution be transmitted to
14 the presiding officers of each house of Congress and to each
15 member of Congress from Pennsylvania.
