                                  A RESOLUTION

     1  Memorializing Congress to amend the Federal Aviation Act of 1958
     2     to allow certain air passenger facility charges to be used
     3     for the construction or upgrading of airport access roads and
     4     facilities.

     5     WHEREAS, The access highway to the Pittsburgh International
     6  Airport are in need of upgrading to handle the increasing volume
     7  of traffic to and from the airport; and
     8     WHEREAS, This airport is an important economic component of
     9  the western portion of this Commonwealth; and
    10     WHEREAS, The county commissioners of Allegheny County are
    11  desirous of imposing a passenger facility charge to pay for the
    12  access road upgrading; and
    13     WHEREAS, Section 1113(e)(1) of the Federal Aviation Act of
    14  1958 (Public Law 85-726, 49 App. U.S.C. § 1513(e)(1)) authorizes
    15  the imposition of certain air passenger facility charges for the
    16  purposes set forth in subsection (e)(2); and
    17     WHEREAS, These purposes do not include the construction or
    18  upgrading of airport access highways and related facilities;


     1  therefore be it
     2     RESOLVED, That the House of Representatives memorialize the
     3  Congress of the United States to amend section 1113(e)(2) of the
     4  Federal Aviation Act to authorize the use of moneys received
     5  from passenger facility charges for the construction,
     6  maintenance or upgrading of airport access roads and related
     7  facilities; and be it further
     8     RESOLVED, That copies of this resolution be transmitted to
     9  the presiding officers of each house of Congress and to each
    10  member of Congress from Pennsylvania.
