AN ACT
1 Amending the act of August 7, 1963 (P.L.549, No.290), entitled,
2 as amended, "An act creating the Pennsylvania Higher
3 Education Assistance Agency; defining its powers and duties;
4 conferring powers and imposing duties on the Governor,
5 President Pro Tempore of the Senate, Speaker of the House of
6 Representatives, Superintendent of Public Instruction and the
7 Department of Auditor General; and making appropriations,"
8 authorizing low-interest education loans to primary and
9 secondary school students.
10 The General Assembly of the Commonwealth of Pennsylvania
11 hereby enacts as follows:
12 Section 1. The act of August 7, 1963 (P.L.549, No.290),
13 referred to as the Pennsylvania Higher Education Assistance
14 Agency Act, is amended by adding a section to read:
15 Section 2.2. Loan to Primary and Secondary School
16 Students.--(a) Notwithstanding any provision of law to the
17 contrary, the agency shall establish a low-interest loan program
18 for school students in the primary grades, first through eighth,
19 and in the secondary grades, ninth through twelfth.
20 (b) The loan program established in subsection (a) shall be
21 available to any student who meets the residency requirements of
1 section 2.1 and attends either a public, private or parochial
2 school approved by the Department of Education.
3 Section 2. This act shall take effect in 60 days.
