AN ACT
1 Providing for a public works employment program for the
2 employment of certain youths and unemployed persons and for
3 its administration by the Department of General Services.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Short title.
7 This act shall be known and may be cited as the Public Works
8 Employment Initiative Law.
9 Section 2. Definitions.
10 The following words and phrases when used in this act shall
11 have the meanings given to them in this section unless the
12 context clearly indicates otherwise:
13 "Commonwealth." The term includes all administrative
14 departments, boards and commissions, all independent boards and
15 commissions and all authorities established by the Commonwealth.
16 "Department." The Department of Labor and Industry of the
17 Commonwealth.
18 Section 3. Required employment provision for all public works
1 contracts.
2 Each public works contract let by the Commonwealth shall
3 contain provisions sufficient to assure the following:
4 (1) That 10% of the employees on the contracted project
5 are between 18 and 24 years of age, inclusive. This
6 requirement may be met with a youth apprenticeship program.
7 (2) That 15% of the employees on the contracted project
8 are from the general population of the unemployed, regardless
9 of age, as certified by the department.
10 Section 4. Administration of act.
11 This act shall be administered by the department, with the
12 cooperation of the Department of General Services. The
13 Department of Labor and Industry may promulgate the regulations
14 necessary to carry out this act.
15 Section 5. Application of act.
16 This act shall apply to contracts let on or after the
17 effective date of this act.
18 Section 6. Effective date.
19 This act shall take effect in 90 days.
