AN ACT
1 Amending the act of December 18, 1992 (P.L.1376, No.172),
2 entitled "An act providing for the establishment and
3 administration of an affordable housing program; and imposing
4 additional powers and duties on the Department of Community
5 Affairs," further providing for the allocation of certain
6 Federal funds.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. Section 3 of the act of December 18, 1992
10 (P.L.1376, No.172), known as the Pennsylvania Affordable Housing
11 Act, is amended to read:
12 Section 3. Comprehensive Housing Affordability Strategy.
13 (a) Responsibilities of department.--The department shall be
14 responsible for preparing the Commonwealth's five-year
15 Comprehensive Housing Affordability Strategy and annual plan
16 updates. The CHAS shall contain a needs assessment of housing
17 and supportive services for housing, information on housing
18 market conditions and a strategy to meet identified needs using
19 available resources. This comprehensive planning document shall
1 describe and define the anticipated use of Federal funds
2 received directly by the Commonwealth for housing purposes,
3 including, but not limited to, the HOME Investment Trust Fund
4 moneys. This comprehensive planning document may also include
5 the anticipated use of other available funding sources for
6 housing purposes.
7 (b) Procedures.--The department shall prepare the CHAS and
8 annual plan updates in accordance with the National Affordable
9 Housing Act of 1990 and the regulations specified by HUD. The
10 secretary shall receive input and advice on the content of the
11 CHAS from the regional housing advisory committees and the
12 Pennsylvania Housing Advisory Committee created by this act.
13 (c) Allocation formula.--The department shall utilize a
14 formula, rather than competitive disbursement, in the allocation
15 of Federal HOME funds administered under this act.
16 Section 2. This act shall take effect immediately.
