A SUPPLEMENT 1 To the act of (P.L. , No. ), entitled "An act 2 providing for the capital budget for the fiscal year 1993- 3 1994," itemizing public highway projects to be constructed by 4 the Department of Transportation, together with the estimated 5 financial costs; authorizing the incurring of debt without 6 the approval of the electors for the purpose of financing the 7 projects to be constructed by the Department of 8 Transportation; stating the estimated useful life of the 9 projects; and making appropriations. 10 The General Assembly of the Commonwealth of Pennsylvania 11 hereby enacts as follows: 12 Section 1. Short title. 13 This act shall be known and may be cited as the Highway 14 Supplement to the Capital Budget Act of 1993-1994. 15 Section 2. Authorization. 16 The total authorization for the capital projects in the 17 category of highway projects itemized in section 3 and to be 18 constructed by the Department of Transportation, its successors 19 or assigns, and to be financed by the incurring of debt, or from 20 current revenues of the Motor License Fund, shall be $350,000. 21 Section 3. Itemization.
1 Additional capital projects in the category of public highway 2 projects to be constructed by the Department of Transportation, 3 its successors or assigns, and to be financed by the incurring 4 of debt, or from current revenues of the Motor License Fund, are 5 hereby itemized, together with their respective estimated 6 financial costs, as follows: 7 Total 8 Project 9 Project Allocation 10 (1) Indiana County 11 (i) Geesey Road 12 (A) Relocation of Geesey Road from S.R.100 13 to S.R.1006 - two lane relocation for 14 runway expansion 350,000 15 (Base Project Allocation - $270,000) 16 (Land Allocation - $20,000) 17 (Design and Contingencies - $60,000) 18 Section 4. Debt authorization. 19 The Governor, Auditor General and State Treasurer are hereby 20 authorized and directed to borrow, from time to time, in 21 addition to any authorization heretofore or hereafter enacted, 22 on the credit of the Commonwealth, subject to the limitations 23 provided in the current capital budget, money not exceeding in 24 the aggregate the sum of $350,000 as may be found necessary to 25 carry out the acquisition and construction of the highway 26 projects specifically itemized in section 3 of this capital 27 budget. 28 Section 5. Issue of bonds. 29 The indebtedness herein authorized shall be incurred from 30 time to time and shall be evidenced by one or more series of 19930H1539B1798 - 2 -
1 general obligation bonds of the Commonwealth in such aggregate 2 principal amount for each series as the Governor, Auditor 3 General and State Treasurer shall determine, but the latest 4 stated maturity date shall not exceed 30 years from the date of 5 the bond first issued for each such series. 6 Section 6. Estimated useful life of projects. 7 The General Assembly states the estimated useful life of the 8 projects heretofore itemized is 30 years. 9 Section 7. Appropriation. 10 The net proceeds of the sale of the obligations herein 11 authorized are hereby appropriated from the Capital Facilities 12 Fund to the Department of Transportation in the maximum amount 13 of $350,000 to be used by it exclusively to defray the financial 14 costs of the projects specifically itemized in section 3 of this 15 capital budget. After reserving or paying the expenses of the 16 sale of the obligation, the State Treasurer shall pay out to the 17 Department of Transportation the moneys as required and 18 certified by it to be legally due and payable. 19 Section 8. Federal funds. 20 In addition to those funds appropriated in section 7, all 21 moneys received from the Federal Government for the construction 22 of the public improvement projects specifically itemized herein 23 are also hereby appropriated for those projects. 24 Section 9. Allocation of funds. 25 Whenever as determined by the Department of Transportation 26 that the full estimated financial costs of the projects itemized 27 in section 3 are not necessary for the proper design, 28 acquisition or construction of such projects, the excess funds 29 no longer required may be allocated by the Pennsylvania 30 Department of Transportation to increase the estimated costs of 19930H1539B1798 - 3 -
1 any one or more of the projects specifically itemized in a 2 capital budget. 3 Section 10. Effective date. 4 This act shall take effect immediately. C8L72DGS/19930H1539B1798 - 4 -
